. This position is instrumental in ensuring compliance, safety, and commercial excellence across multiple infrastructure projects within the Gulf region.

• Adhere to organizational policies and procedures to ensure compliance and maintain a productive work environment.
• Implement and uphold safety and security protocols to protect the well‑being of all employees and company assets.
• Adhere strictly to the formats, flow charts, procedures and forms dictated by the Head Office Commercial team.
• Manage Purchase Orders and Subcontracts issued by relevant departments to Vendors for the Project(s).
• Lead and monitor the performance of Commercial Officers and QS Site team members at site, providing adequate guidance to discharge their tasks properly and in due time, while ensuring quality of deliverables.
• Ensure that each member of the Commercial Officers and QS team run their tasks to the highest professional standards, keeping information current and ensuring all team members receive appropriate information to fulfill their respective tasks.
• Be aware of and keep updated with Main Contract terms for rights and obligations, including amendments, and comply with each Vendor’s Subcontract terms as prescribed.
• Ensure preparation and submission of Contractor’s monthly statements (Interim Payment Certificates – IPC) for review and approval by the Consultant/Engineer/Employer.
• Review and validate each Subcontractor’s monthly progress on a back‑to‑back basis with Client’s certified works and issue Interim Payment Certificates to relevant subcontractors (and Suppliers as applicable).
• Maintain comprehensive tracking logs and records for all commercial activities, including payments under the Main Contract and to Vendors, claims and variations, and all related correspondences with Suppliers and Subcontractors.
• Assess in coordination with Procurement department and submit the cost claim associated with variations as instructed by the Client or initiated by the Contractor in accordance with Main Contract terms and contractual time bars.
• Assist the Contracts and Claims Manager at Site in the negotiation of claims and variations with the Client’s agents (e.g., prepare actual cost sheets for claimed variations).
• Assist the Contracts team in the preparation of EoT (Extension of Time) claims for associated costs.
• Assist the Project Management team in the negotiation of variations with Subcontractors in line with the cost claims approved by the Client; and prepare and issue Variation Orders (VOs) to Subcontractors upon approval by Contracts and Commercial department at Head Office.
• Assist the Project Management team in drafting correspondences to Suppliers and Subcontractors, including those in relation to Vendors’ claims or contra‑charges.
• Identify opportunities for continuous improvement of commercial tasks, processes and practices, cost reduction and productivity improvement.
• Monitor projects performance with respect to budgeted cost, cost to complete and demand forecasts, and time over‑runs to ensure timely execution of projects.
• Coordinate and attend technical and commercial meetings with Client’s agents and Subcontractors.

Bachelor’s Degree.

• RICS qualification with FIDIC suite knowledge and English fluency.
• Experience in management of subcontracts is mandatory.
• Experience in Gulf Region is must. Experience in the Kingdom with Government entities is an advantage.

• 10–12 years of relevant experience, out of which 7–8 years as Commercial Manager / Sr. Quantity Surveyor, having handled the commercial management of Infrastructure Mega projects or multi‑projects.
