Position: Development Manager - Bulk Utilities (ENT644)

Overview

Qiddiya Investment Company is at the forefront of pioneering the future of entertainment and lifestyle in Saudi Arabia. We are seeking an experienced Development Manager for Bulk Utilities who will play a critical role in the design, development, and management of essential utility infrastructures such as water, electricity, and waste management systems. This position is crucial for ensuring that our developments are sustainable, efficient, and capable of supporting the ambitious vision of Qiddiya.

Responsibilities
  • Lead the planning and implementation of bulk utility projects (district cooling plants, gas farms, pumping stations, potable water, TSE) ensuring they meet the needs of the community and align with Qiddiya's overarching development strategy
  • Conduct feasibility studies and risk assessments to inform utility planning and development decisions
  • Collaborate with engineering teams, regulatory bodies, and contractors to design and oversee utility infrastructure projects
  • Manage project budgets, timelines, and resources to ensure effective project execution and adherence to quality standards
  • Ensure that utility projects are compliant with local regulations, sustainable practices, and innovative engineering solutions
  • Monitor project progress, performance metrics, and make necessary adjustments to stay on schedule and within budget
  • Engage with stakeholders, including governmental entities and the local community, to communicate project progress and address concerns
  • Develop and implement strategies to optimize long-term utility operations and maintenance
  • Stay updated on industry trends and emerging technologies relevant to bulk utility management
Requirements
  • Bachelor's degree in Civil Engineering, Engineering, or a related field (Master's degree preferred)
  • Minimum of 6-9 years of relevant experience in the development and management of utility infrastructure projects, ideally district cooling plants and/or gas farms
  • Proven track record of successfully managing large-scale utility projects from conception to completion i.e. gas farms, district cooling plants, pumping stations, potable water, TSE
  • Strong knowledge of utility regulations, standards, and best practices
  • Excellent project management skills, with a keen ability to manage multiple projects simultaneously
  • Strong leadership capabilities with excellent interpersonal and communication skills
  • Experience engaging with government agencies and community stakeholders
  • Proficiency in project management software and methodologies
