Large multinational design and engineering consultancy is seeking a Quality Assurance and Quality Control (QA/QC) / Construction Supervisor / Deputy Director to support the construction of the largest rail network in the GCC/Middle East. The role will commence in March 2026 upon successful contract award and client CV approval.
Role PurposeThe QA/QC/Construction Supervisor / Deputy Director will establish, implement and maintain the Quality Assurance, Quality Control and Construction Supervision (QA/QC/CS) systems for the railway construction project. The role ensures that all works are executed in full compliance with contractual requirements, approved designs, specifications, applicable standards and regulatory requirements while supporting timely, safe and cost‑effective project delivery.
Key Responsibilities Quality Management System- Develop, implement and maintain the Project Quality Management Plan (QMP) in accordance with contract requirements, ISO 9001 standards and client procedures.
- Establish quality policies, objectives, procedures and inspection regimes for all construction activities.
- Ensure effective document control, including drawings, specifications, inspection test plans (ITPs), method statements and quality records.
- Oversee QA/QC activities across all disciplines, including civil works, structures, track works, stations, systems interfaces and associated infrastructure.
- Review and approve contractor quality plans, method statements, ITPs, and material submittals.
- Ensure materials, workmanship and construction methods comply with approved standards and specifications.
- Monitor non‑conformances (NCRs), corrective and preventive actions and verify close‑out.
- Lead and coordinate construction supervision teams to ensure works are executed in accordance with approved drawings, specifications and schedules.
- Conduct regular site inspections, witnessing of tests and verification of completed works.
- Ensure that hold points and witness points are respected prior to proceeding with works.
- Support certification of completed works, interim payments and handover documentation.
- Coordinate closely with engineering, construction, HSE, environmental, planning and commercial teams to ensure integrated project delivery.
- Provide quality input to design reviews, constructability assessments and value engineering exercises.
- Support interface management between civil works, railway systems, utilities and third‑party works.
- Plan and lead internal and external quality audits and inspections.
- Prepare regular quality performance reports for the Client and Engineer.
- Analyze quality trends, identify root causes of recurring issues and implement improvement measures.
- Promote a culture of quality awareness and continuous improvement across the project.
- Lead, mentor and manage QA/QC engineers, inspectors and supervision staff.
- Deliver quality induction and training programmes for project staff, contractors and subcontractors.
- Ensure competency and adequacy of supervision resources in line with project requirements.
- Bachelor’s degree in Civil Engineering, Railway Engineering, Construction Engineering or a related technical/engineering discipline.
- Minimum of ten (10) years’ relevant professional experience in QA/QC and construction supervision on major infrastructure projects.
- Proven experience on large‑scale railway or infrastructure projects is strongly preferred.
- Experience working under FIDIC‑based contracts and with international clients or consultants is an advantage.
- Strong knowledge of quality management systems (ISO 9001) and construction supervision practices.
- In‑depth understanding of railway construction standards, specifications and testing requirements.
- Ability to review and interpret technical drawings, specifications and contractual documents.
- Experience managing NCRs, audits, inspections and certification processes.
- Strong leadership, coordination and decision‑making skills.
- Excellent communication, reporting and documentation abilities.
- Detail‑oriented, assertive and capable of working under pressure in a live construction environment.
- High level of integrity and commitment to quality excellence.
- Chartered Engineer or equivalent professional registration.
- Certification in construction supervision or quality management.
