The Senior Dry Utilities Engineer will play a critical role within the National Technical Standardization Project, a flagship initiative aimed at developing unified technical standards and specifications for construction projects across the Kingdom. This role requires strong expertise in the planning, design, and technical review of dry utilities including power distribution, telecommunications networks (ICT), street lighting, and related infrastructure systems, ensuring unified consistency, national alignment, and engineering excellence.

The incumbent will work within a multidisciplinary team of engineers and technical specialists and will contribute directly to shaping the national engineering standards for future infrastructure and mega projects. This position offers the opportunity to be part of one of the most transformative engineering standardization programs in Saudi Arabia.

Key Responsibilities
  • Lead the development, review, and refinement of unified technical standards, guidelines, and specifications for dry utilities, in alignment with national engineering and infrastructure objectives.
  • Coordinate with multidisciplinary teams to ensure alignment and integration between dry utilities, structural systems (including bridges and tunnels), transport systems, and overall infrastructure frameworks.
  • Benchmark existing national and international codes, standards, and best practices to support the standardization framework.
  • Provide expert-level input on design methodologies and engineering calculations associated with power networks, communication conduits, MV/LV systems, and street lighting layouts.
  • Review and validate design submissions, drawings, and technical documents prepared by internal design teams or third‑party consultants.
  • Ensure integration and conflict resolution between dry utilities and major infrastructure elements, including highways, bridges, tunnels, rail corridors, and utility corridors.
  • Collaborate with government authorities, utility providers, regulatory bodies, and engineering partners to align standards and resolve technical interfaces.
  • Participate in technical workshops, stakeholder meetings, and coordination sessions to support the adoption and rollout of unified standards.
  • Ensure that all standards comply with national regulatory requirements and safety criteria.
  • Conduct technical audits, gap analyses, and quality reviews to ensure alignment with best practices in utility design and construction.
  • Provide technical guidance, mentoring, and support to junior engineers and team members.
  • Contribute to capacity-building initiatives by preparing technical presentations, guidelines, and learning materials.
  • Support the strategic vision of transforming infrastructure delivery through standardization and innovation.
Qualifications and Experience
  • Bachelor’s degree in Civil Engineering or Electrical Engineering, or related discipline from a recognized university.
  • Minimum fifteen (15) years of professional experience, with a strong focus on dry utilities design within engineering consultancy environments.
  • Proven track record working on major infrastructure projects, including bridges, tunnels, highways, and large-scale utility networks.
  • Demonstrated expertise in preparing or reviewing technical standards, specifications, or design guidelines.
  • Strong knowledge of utility authorities’ requirements (e.g., SEC, STC, CITC, NWC) and relevant local/international codes.
Preferred
  • Experience working on mega or giga projects in Saudi Arabia or the GCC.
  • Prior involvement in national-level or large-scale standardization initiatives.
  • Strong ability to coordinate across multi-disciplinary engineering environments.
  • Professional certifications (PMP, PE, CEng) are an advantage.
