Job Description – IT Manager

Position Title: IT Manager

Department: Information and Communication Technology

Reports To: Chief Executive Officer (CEO)

Supervises: IT employees, System Administrators, Network Engineers, PACS/RIS Administrators, Cybersecurity Team, Technical Support

Location: Multi-site medical company (Radiology, Radiotherapy, Laboratories, Outpatient Clinics)

1. Position Summary

The IT Manager is responsible for leading, managing, and overseeing all technology operations across the company’s radiology centers, radiotherapy units, laboratories, and outpatient clinics. The role ensures reliable IT infrastructure, cybersecurity compliance, seamless integration of PACS/RIS/LIS systems, and the digital enablement of clinical and administrative workflows.

The IT Director plays a strategic role in supporting expansion, digital transformation, data governance, business continuity, and compliance with national and healthcare regulatory requirements.

Key Responsibilities

• Develop and implement the company’s IT strategy aligned with corporate goals and healthcare operational needs.
• Lead the digital transformation roadmap across all branches (automation, dashboards, AI integration, interoperability).
• Plan long-term infrastructure upgrades, cloud adoption, virtualization, and scalability across multiple regions.
• Manage the IT budget, asset lifecycle, cost optimization, and vendor relationships.

B. Infrastructure & Systems Management

• Oversee the performance, reliability, and availability of all networks, servers, data centers, storage systems, and cloud services.
• Ensure high availability for critical clinical systems:
  • PACS (Picture Archiving and Communication System)
  • LIS (Laboratory Information System)
• Supervise installation, configuration, and maintenance of hardware, software, and enterprise systems.
• Ensure redundant connectivity between branches (VPN, MPLS, SD‑WAN).
• Implement and monitor preventive maintenance programs.

C. Cybersecurity & Compliance

• Ensure full compliance with National Cybersecurity Authority (NCA) controls and frameworks.
• Oversee implementation of cybersecurity policies, access control, encryption, firewalls, SIEM, SOC, endpoint protection, and incident response plans.
• Ensure compliance with healthcare‑specific regulations:
  • CBAHI standards regarding HIS, PACS, LIS, data integrity, downtime procedures
  • SCFHS requirements for secure credentialing systems
  • NRRC radiation system cybersecurity controls
  • MOH regulations for medical data privacy and reporting
• Lead audits, risk assessments, vulnerability tests, penetration testing, and disaster recovery drills.

D. Clinical Systems & Imaging Informatics

• Manage and optimize imaging systems: PACS, RIS, modality worklists, DICOM routing, HL7 interfaces.
• Ensure seamless integration with MRI, CT, X‑Ray, Fluoroscopy, PET‑CT, Radiotherapy systems (LINAC, TPS).
• Maintain uptime, minimize downtime, and ensure image quality, routing efficiency, and data archiving.
• Coordinate with Radiologists, Radiation Oncologists, Physicists, and Technologists to support imaging workflows.
• Ensure long‑term storage compliance for images as per MOH/NRC/International standards.

E. Laboratory & Clinic IT Systems

• Oversee LIS operations including analyzers integration, results reporting, sample tracking, QC/QA interfaces.
• Ensure integration with outpatient EMR, appointment systems, billing, insurance claim systems, and workflow automation.
• Ensure data accuracy, interoperability, and compliance with CBAHI lab standards.
• Lead automation of administrative and clinical workflows (HR, Finance, Operations, Radiology, Labs).
• Implement dashboards and BI tools for KPIs:
  • Revenue Cycle
  • Implement AI/ML systems for radiology image analysis, patient triage, and workflow optimization (if applicable).
  • Oversee tele‑radiology and tele‑consultation platforms.

G. Data Governance & Business Continuity

• Develop policies for data quality, integrity, access, and retention.
• Ensure strong data backup strategies (on‑site, off‑site, cloud).
