We are seeking a highly skilled IT Governance Expert with strong practical experience in designing, implementing, and optimizing IT governance frameworks across complex organizations. The ideal candidate brings deep hands‑on knowledge of ITIL and COBIT, and has led governance, compliance, and service management initiatives that drive measurable improvement in IT performance and organizational maturity.

This role is ideal for professionals passionate about building structured governance models, enhancing service delivery, and supporting digital transformation programs across government or enterprise environments.

• Develop, implement, and maintain IT Governance frameworks in alignment with organizational goals.
• Lead the adoption and customization of ITIL processes (Incident, Problem, Change, Service Catalog, etc.).
• Design and implement COBIT 2019 processes, maturity assessments, and governance controls.
• Support the development of IT policies, procedures, SOPs, RACI matrices, KPIs, and performance dashboards.
• Conduct governance and service management assessments; identify process gaps and improvement opportunities.
• Work closely with IT, cybersecurity, and data departments to ensure governance alignment across units.
• Guide and mentor internal teams on IT governance practices and best‑in‑class service management.
• Drive compliance with cybersecurity regulations (e.g., NCA, DGA, SDAIA, where applicable).
• Prepare governance reports, audit responses, and executive presentations.

• Bachelor’s degree in IT, Computer Science, IS, or a related field (Master’s is a plus).
• Minimum 7 years of experience in IT Governance, ITSM, or IT Strategy roles.
• Strong experience implementing and operating ITIL and COBIT frameworks.
• Certification(s) preferred: ITIL 4 Foundation / Intermediate / Managing Professional, COBIT 2019 Foundation / Design & Implementation, ISO 20000, ISO 27001, CGEIT, or similar are strong advantages.
• Hands‑on experience building policies, procedures, governance models, and metrics.
• Experience working with government entities or large enterprises is highly desirable.
• Excellent bilingual communication skills (Arabic & English, spoken & written).
