Overview
Strategic HR Director | Human Capital Development & Organizational Transformation Leader is a leadership role focused on data management, analytics, and organizational transformation within a government traffic safety context. The Director will lead the establishment and development of the organization’s data management and analytics function, overseeing the end-to-end lifecycle of road traffic safety data across the Kingdom. The role supports national traffic safety priorities and strategic decision-making through data governance, quality improvement, and advanced analytics.
Responsibilities- Lead and build the Data Management and Analysis Department, including developing the operating model, roles, capabilities, and team performance (2–4 direct reports).
- Oversee the collection, validation, and consolidation of road traffic incident, injury, and fatality data from multiple external entities, ensuring accuracy, consistency, and traceability.
- Develop and deliver advanced analytical studies and periodic insights to relevant committees and leadership, translating data into actionable recommendations and strategic intelligence.
- Drive the development of analytics methodologies, including predictive and statistical modeling, and the adoption of AI/ML use cases that support proactive decision-making.
- Plan and execute initiatives to modernize data processes (currently file-based and correspondence-driven), progressing toward automation, integration, and scalable data infrastructure.
- Oversee the development and continuous improvement of platforms and dashboards (e.g., BI and GIS-enabled insights), ensuring high-quality reporting and executive-ready visualization.
- Manage strategic partnerships and agreements to enhance national data integration and alignment.
- Provide secretariat oversight for high-level data committees, including meeting materials, minutes, follow-ups, and tracking recommendations through to implementation.
- Demonstrate strong leadership in building teams, setting direction, and driving accountability and performance.
- Show advanced expertise in data governance, data quality management, and information security principles.
- Apply strong analytical and technical proficiency in statistical, predictive, and diagnostic analytics, translating insights into decisions.
- Lead digital transformation, BI enablement, and process automation initiatives in complex environments.
- Manage stakeholder relationships with government and semi-government entities.
- Communicate at executive level and prepare senior leadership reports and committee-ready material.
- Foster a problem-solving mindset, proactive resolution of data discrepancies, and the ability to operate in high-profile, high-stakes environments.
- Work with modern data and analytics tools and platforms (e.g., Python, R, Power BI, Tableau, GIS, and other relevant technologies).
- Minimum of 10 years of professional experience in data management and data analytics roles.
- At least 3 years in a supervisory/leadership role with direct people management responsibilities.
- Experience in project management and business analysis within government, semi-government, or strategic sectors is strongly preferred.
- Proven experience working with large/complex datasets and deploying advanced analytics methods to support strategic outcomes.
- Bachelor’s degree in Data Science, Statistics, Engineering, or a related field.
- Professional certifications or executive training in data management, business intelligence, KPIs/performance measurement, project management, leadership, and executive communication are an advantage.
Candidates must submit, along with the CV, a one-year work plan for 2026 presenting their approach to building and developing the data function, covering:
- Building the department and the team (2–4 staff) without reliance on consulting firms.
- Identifying key traffic safety variables and proposing a plan to automate data collection and improve data quality.
