To support the delivery and management of the YORhub construction frameworks, Sheffield City Council (SCC) is looking to appoint a Framework Manager to work within the Framework Team of the Capital Delivery Service (CDS).

This is an interesting and engaging role that would suit a candidate with experience of procurement, ideally related to construction services.

Working in a small, busy team and reporting to Delivery Manager - Frameworks, as Framework Manager you will take on day-to-day responsibility for engaging with clients, contractors, and consultants in the Yorkshire and Humber region on behalf of YORhub and SCC.

Responsibilities
  • Assisting internal SCC and external regional clients in accessing YORhub frameworks to procure appropriate consultants and contractors, depending on their unique project requirements.
  • Proactively dealing with client enquiries regarding the use of YORhub frameworks.
  • Engaging with framework consultants and contractors to undertake soft market testing for client's projects, to confirm their interest in tendering for construction contracts.
  • Arranging, attending, and chairing pre and post tender meetings and briefing sessions.
  • Providing advice and guidance to clients on the procurement of consultants and contractors.
  • Assisting with the development of tender and NEC contract documentation.
  • Post-contract monitoring of projects to record performance.
  • Promoting the YORhub Social Value offer to clients.
Qualifications
  • Proven experience in procurement delivery (ideally related to construction).
  • Knowledge of construction procurement, including NEC contracts, procurement approaches, and relevant legislation.
  • Self-confidence, self-motivation, and a proactive approach to work.
  • Solid organisational skills and the ability to manage and prioritise your own workload.
  • Excellent written and verbal communication, alongside good customer engagement skills.
  • Ability to build strong working relationships with a range of stakeholders.
  • Ability to analyse, interpret, translate, and present information to a range of audiences, including senior staff from client and supplier organisations.

Additional Responsibilities
  • Working within CDS and the YORhub Team there are many opportunities for ongoing training and development. We seek to provide a range of opportunities to suit the ongoing development needs of our staff and wider Framework Team.
  • The Team organises and attends supplier and client events where you will be required to assist with delivering presentations, both virtually and in person.
  • You will also support wider YORhub activities by attending regular meetings, briefings and events, and assisting with business development initiatives where required.
  • Some travel within the Yorkshire and Humber Region is required as part of this role.

YORhub manages and delivers the YORbuild, YORcivil and YORconsult frameworks throughout the Yorkshire & Humber region, and beyond. The organisation was formed through a collaboration of four lead contracting local authorities:
East Riding of Yorkshire Council (ERYC), Leeds City Council (LCC), North Yorkshire Council (NYC) and Sheffield City Council (SCC).
