PCN Clinical Director (Heeley Plus Network)

Heeley Plus is an ambitious and bold PCN, looking for a new Clinical Director to continue and evolve the innovative and trailblazing work it has pursued for the last seven years.

This 12‑hour per week role offers an excellent opportunity for leadership and strategy setting with high levels of autonomy and potential to innovate. We will provide a handover period with the retiring Clinical Director to support a smooth transition, yet expect the new Director to establish a fresh direction.

The Clinical Director will be accountable to PCN members and provide leadership for the PCN’s strategic plans, working with members to improve the quality and effectiveness of network services. The role requires collaboration with Clinical Directors from other PCNs and the wider system, influencing the Integrated Care Board (ICB) and contributing to local system plans. The duty of supporting workforce development, mentorship, and the delivery of agreed service changes is also central.

• Provide strategic and clinical leadership to the PCN, developing and implementing strategic plans, and leading and supporting quality improvement and performance across member practices.
• Champion workforce development, including assessment of clinical skill‑mix and creation of a PCN workforce strategy.
• Ensure appropriate clinical mentoring and supervision for those in additional roles.
• Support implementation of agreed service changes and pathways, working closely with the PCN management team, member practices, the commissioner, and other networks to deliver local improvement programmes aligned to local and national priorities.
• Develop and coordinate local initiatives that enable delivery of the PCN’s agenda, ensuring initiatives are aligned with local needs.
• Build and maintain relationships with other clinical leaders, health and social care providers, local commissioners, and LMCs.
• Facilitate participation by practices within the PCN in research studies and act as a link between the PCN and local primary care research networks.
• Represent the PCN at ICB‑level clinical meetings and within the Integrated Care System (ICS), contributing to strategy and wider work.

• Minimum 2–3 years of leadership experience in a primary care setting.

• Salary: £40,560 per year for 12 hours a week.

  Fixed term, 2 years, part‑time.
• Working pattern: part‑time, 12 hours a week (optional additional 4 hours for a limited period to support the new mental health hub).
