We're looking for an experienced and visionary leader to join Staffordshire County Council as Interim Head of Property Design and Delivery
. This is a pivotal role in transforming how we deliver property professional services, ensuring our communities thrive in sustainable, well-designed environments.

You will lead the in sourcing of our Property Professional Services Design function
, managing a team of around 30 professionals and overseeing supplier relationships. This includes full responsibility for TUPE processes
, organisational design, and recruitment to create a future-fit operating model.

Your leadership will ensure continuity of service during transition, drive innovation in property design and delivery, and embed systems and processes that support excellence.

• Lead the strategic direction and design of property services aligned with council objectives.
• Manage the transition from external suppliers to in-house delivery, including TUPE.
• Develop a high-performing multidisciplinary team and foster a culture of innovation.
• Oversee supplier relationships and ensure robust contract governance and value for money.
• Ensure compliance with statutory regulations, health and safety, and council governance frameworks.
• Drive continuous improvement and deliver cost-effective solutions within budget.

We're seeking a strategic thinker with substantial experience in property services leadership within complex organisations. You'll bring:

• Degree or equivalent in a relevant discipline;
  Postgraduate Management Qualification desirable.
• Professional membership (e.g., RICS).
• Proven track record in managing large teams and supplier relationships.
• Expertise in property design and delivery, including RIBA stages and BREEAM.
• Strong understanding of TUPE and service transition.
• Excellent stakeholder engagement and communication skills
