Lead Property Designer

About the Role

We’re looking for an experienced and visionary leader to join Staffordshire County Council as Interim Head of Property Design and Delivery
. This pivotal role will shape the future of Staffordshire’s property services, transforming how we deliver professional services to ensure sustainable and well‑designed environments.

Key responsibilities include leading the in sourcing of the Property Professional Services Design function, managing a team of around 30 professionals, overseeing supplier relationships, and taking full responsibility for TUPE processes, organisational design, and recruitment to create a future‑fit operating model.

• Lead strategic direction and design of property services aligned with council objectives.
• Manage transition from external suppliers to in‑house delivery, including TUPE.
• Develop a high‑performing multidisciplinary team and foster a culture of innovation.
• Oversee supplier relationships and ensure robust contract governance and value for money.
• Ensure compliance with statutory regulations, health and safety, and council governance frameworks.
• Drive continuous improvement and deliver cost‑effective solutions within budget.

• Degree or equivalent in a relevant discipline;
  Postgraduate Management Qualification desirable.
• Professional membership (e.g., RICS).
• Proven track record in managing large teams and supplier relationships.
• Expertise in property design and delivery, including RIBA stages and BREEAM.
• Strong understanding of TUPE and service transition.
• Excellent stakeholder engagement and communication skills.
