The MTO COMPASS Advanced Traffic Management System (ATMS) allows Traffic Operation Centres to monitor the traffic and road conditions of selected provincially maintained highways; as well as control in real time all the field traffic control assets through MTOs private COMPASS fibre network. Oracle Database Appliance (ODA) with Virtual Machine (VM) provisioning and Oracle Weblogic Application Server are two key components within the COMPASS ATMS environment.
Two (2) ODA‑X9 are currently in operation in the COMPASS ATMS environment since 2023 and have been running Oracle 19C database with two-node RAC configuration, Fusion Middleware (Weblogic) VMs and also hosted other COMPASS application VMs. The ODA development environment has been set up to mirror the production environment. Oracle Dataguard is deployed for the 19C database and Oracle Cloud Control software is used as grid management tools, supporting the 24x7 operation of the province-wide COMPASS ATMS system.
As the existing service provided by the Data Architect/Modeller through IT source is ending on March 31, 2025, the new service contract is required to maintain the COMPASS systems production and backup Oracle Database Appliances and to provide preventive maintenance support to COMPASS operations in order to continue support of the 24x7 COMPASS operations and applications as well as ongoing system migration activities.
ITS Office oversees the COMPASS ATMS environment and performs all required testing on the development environment prior to the production rollout. Under this contract, all the Oracle components on both production and development environment shall be maintained regularly and upgraded to conform with Oracle support level and certification requirements.
This project involves the following tasks to ensure the 24x7 operation of the province-wide COMPASS systems production and backup Oracle Database Appliance (ODA).
1. Provide technical support in COMPASS production database and application update and migration activities.- Upgrade the Oracle Cloud Control infrastructure to latest version
- Update/reconfigure ODA infrastructure
- Update IP addresses of ODA infrastructure to the latest COMPASS VLAN topology
- Relocate and/or backup existing VMs
- Re‑create database and restore necessary VMs
- Create new VMs and/or databases
- Failover database to another ODA
- Monitor and review Oracle Enterprise Manager Cloud Control alerts
- Conduct space analysis and checks
- Install the latest patches (including latest released Oracle security patches), in the ODA database and Weblogic in both production and backup environment
- Maintain the Cloud Control platform
- Maintain the Production and Standby Emergency Backup environment and user access control
- Provide system support to resolve issue related to Oracle database, Fusion Middleware (Weblogic), Cloud Control and JEOS VMs.
- Manage ODA related incidents and Service Requests (SR)
- Coordinate hardware repair/replacement of the ODAs
The consultant must work closely with the client and will undertake and manage the tasks in close collaboration with the Client. The successful consultant shall meet with the Clients team on a frequent basis as deemed required by each task.
Practical Experience Requirements- ODA migration in complex production system environment
- Deploying and maintaining ODA X9‑2HA and X9‑2L
- Installing, deploying, upgrading and maintaining ODA VM provisioning including the latest versions of Oracle database, Weblogic, Oracle Fusion Middleware, and Linux Just Enough Operation System (JEOS) VMs.

One ODA X9‑2HA with VM Provisioning (not bare‑metal) base configuration
One ODA X9‑2L with VM Provisioning (not bare‑metal) base configuration
