The Cornwall system has recognised the need to establish a substantive Dual Workforce Efficiencies team, supporting both CFT and RCHT with future workforce challenges. The team may also interface with the ICB to support system‑wide changes with workforce implications.
The team consists of a Dual Associate Director of Workforce Efficiencies, 2 Dual Workforce Efficiencies Leads and 1 Data and Reporting Manager.
Main DutiesWorkforce Efficiencies is a service area within the HR & OD function within Cornwall Foundation Trust (CFT) and the POD function within Royal Cornwall Hospital Trust (RCHT). It is a dually contracted team driving workforce efficiencies and innovative solutions across the health and care community within Cornwall and the Isles of Scilly.
The Dual Workforce Efficiencies Lead will be responsible for the operational running and delivery of work streams, providing leadership and management of work, team, processes, policies, systems, associated SLAs & KPIs, and delivery of identified schemes, saving and agreed financial targets linked to improvement plans including cost reduction, productivity gain and quality improvement across the Trusts and the health and care system.

Key responsibilities include:
- Lead and manage workforce efficiency work streams across CFT and RCHT.
- Develop and implement policies, procedures, systems and SLAs to achieve cost reduction, productivity gains, and quality improvement.
- Track and report on savings, financial targets and KPI performance.
- Collaborate with the Dual Associate Director and Data Manager to align initiatives with organisational strategy.
- Interface with ICB and other system partners regarding workforce implications.

Person Specification Education / Qualifications and Relevant Experience- Master’s level qualification in HR related area or equivalent experience with CIPD registration.
- Qualification in project management or equivalent experience.
- Previous experience in organisational change in complex and challenging environments.
- Ability to provide highly specialist advice on a range of HR specialist areas.
- Excellent interpersonal skills with the ability to engage, negotiate and influence at all levels.
