Senior Quantity Surveyor / Commercial Manager – West Yorkshire, England, United Kingdom

Job Summary
The Commercial team focuses on cost-effective building, including quantity surveying, estimating, procurement and material buying. The Senior Quantity Surveyor / Commercial Manager will manage site costs, ensure targets are met, and lead value engineering and procurement activities. This role requires a blend of commercial acumen, technical knowledge and strong leadership skills.

• Maintain all cost control procedures within Group policies and procedures.
• Compile weekly, monthly and quarterly reports and keep up-to-date with new materials and construction methods.
• Manage and control budget and valuations, updating estimated final costs and performing cost/value reconciliation.
• Contribute to conceptual designs to keep projects within budgeted values.
• Prepare Site Start budgets, coordinate with Departments, and support Sales for marketing.
• Lead value engineering, updating Group and Regional site review documents to achieve best value.
• Control budget throughout development and manage cost overruns within contingency levels.
• Perform accurate costing for all aspects of site development.
• Analyse and report on costs and cash flow.
• Prepare tenders and procure sub-contractors, goods and materials using Group Procedures.
• Compile subcontractor recommendations for approval.
• Process subcontract orders, payments and variations in line with policies and the COINS payment system.
• Evaluate and agree variations and instructions, ensuring budgetary constraints are respected.
• Maintain knowledge of new materials and construction methods applicable to the business.
• Coordinate with site personnel and subcontractors to maximise productivity.
• Attend project and team meetings, presenting the commercial position.
• Compile and present valuations at Divisional valuation meetings.
• Control all commercial aspects relating to the RSL.
• Stay updated on codes of practice affecting estimating (e.g., Building Regulations, NHBC, HSE).
• Perform any other duties assigned by the Senior/Managing Surveyor/Commercial Manager.
• Promote Group values, systems, policies and procedures.
• Ensure compliance with Group IT systems.

• HND level or higher, with a valid CSCS card.
• In-depth understanding of current market conditions and rates.
• Ability to control cost and ensure live cost certainty across all trades and provisions.
• Highly numerate with excellent attention to detail, able to gather, interpret and present data for budgets and valuations.
• Methodical, conscientious and organised, delivering high standards.
• Strong IT skills; proficient in commercial project management, payment and valuation software.
• Articulate, credible and able to thrive under pressure in a fast‑paced environment.
• Capable of resolving disputes, problems and cost issues.
• Self‑motivated initiative with a drive to take ownership of projects.
• Strong communication skills and the ability to build effective working relationships internally and externally.
• Wide experience within the house‑building industry.
• Knowledge of Building Regulations, NHBC and Health & Safety requirements.
• Team player, supportive of colleagues.
