The Role:

Senior Commercial Lead

We’re seeking a strategic, influential, and highly experienced Senior Commercial Lead (Head of Commercial equivalent) to join our Commercial Directorate. This high‑impact leadership role involves shaping procurement and commercial strategies across a portfolio of complex, high‑value projects vital to Britain’s energy future.

Reporting to the Commercial Deputy Director, you will lead a small team and work closely with senior stakeholders across Finance, PMO, Legal, and Technical functions to ensure all commercial activity is delivered effectively, efficiently, and in line with organisational goals.

What You’ll Do
  • Lead the development of procurement and commercial strategy across civil and engineering projects.
  • Oversee implementation of procurement strategy in line with PCR / Procurement Act 2023
    .
  • Ensure compliance with policies, strategies, and security requirements.
  • Collaborate with cross‑functional teams to deliver seamless stakeholder engagement.
  • Coach and develop team members, fostering future leaders.
  • Manage external contractors and consultants, ensuring budgets deliver value for money.
  • Produce commercial reports, including risk and opportunity assessments.
  • Review and approve procurement strategies, payment mechanisms, and evaluation approaches.
  • Drive continuous improvement in commercial policy and processes.
  • Oversee tender management from ITT preparation to contract sign‑off and supplier mobilisation.
What We’re Looking For
  • Extensive experience with NEC contracts
    , including drafting and negotiation.
  • Proven ability to develop and implement procurement and commercial strategies in civil engineering and infrastructure environments
    .
  • Exceptional leadership and stakeholder management skills.
  • Strong understanding of government processes (CAB, CO, HMT) and public sector procurement (PCR and Procurement Act 2023).
  • Experience leading multi‑disciplinary teams in high‑pressure settings.
  • Familiarity with business case development (HMT Green Book) and cost/pricing strategy.
  • Ability to work at pace, delivering under pressure with exceptional organisational skills.
  • Knowledge of alliancing models desirable but not essential.
