The Department of Business, Mining, Trade and Job Creation is seeking a qualified candidate to fill the position of Mining Recorder (Mines). The Mining, Oil and Gas Branch is part of the Minerals, Petroleum and Geoscience Division within the Department of Business, Mining Trade and Job Creation. The branch ensures the responsible development of Manitoba’s oil, gas and mineral resources through regulatory approvals, inspections and disposition management.

Duties

Reporting to the Manager of Tenure Services, the Mining Recorder (Mines) is accountable for the administration of The Mines and Minerals Act and associated Minerals Regulations thereunder with respect to issuing, recording, and monitoring all mineral dispositions and related administrative tasks in the Province of Manitoba.

This role provides direct supervision and training to a team of tenure staff in the Office of the Mining Recorder for the minerals business stream. This includes prioritizing tasks, performance management and mentorship. This position is responsible to oversee the implementation and develop policies and procedures for the administration of mineral dispositions, including client intake, processing of documentation, processing of payments and collection of dues, charges and fees, data entry in the iMAQs computer system, and reporting to the public, stakeholders and the government.

This is a technical and detail-oriented position and the incumbent must be versatile and use a high level of accuracy and attention to detail.

Essential Qualifications
  • High school education with extensive working experience in in a similar role or area performing administrative duties such as document preparation, records keeping and establishing priorities and work schedules.
  • Knowledge of The Mines and Minerals Act and several associated Regulations
  • Strong political acumen, with the ability to work with sensitive information in a confidential manner and provide strategic advice on complex topics and sensitive issues
  • Strong problem-solving skills with the ability to make decisions in a dynamic environment.
  • Strong verbal communication skills with ability to present to a variety of stakeholders.
  • Strong leadership skills, with experience leading, mentoring and training team members.
  • Strong decision-making skills with the ability to exemplify integrity and transparency in actions
  • Excellent written communication skills.
  • Experience working with, and a strong understanding of, quasi-judicial processes.
Desired Qualifications
  • Mediation training/experience or consultation experience with Indigenous communities.
Conditions of Employment
  • Must be legally entitled to work in Canada
  • Must be willing and able to travel within the province by ground and air, including overnight stays in remote locations as required.
