We have an exciting opportunity for a Business Analyst to join our Business Change Team here at Wokingham Borough Council, on a full‑time, 12‑Month Fixed Term Contract.
Join our proactive Business Change team as a Business Analyst, where you’ll play a pivotal role in driving productivity and efficiency across the Council. We’re looking for someone who is passionate about technology and process innovation, with a digital‑first mindset and a strong focus on automation and AI. This is not a digital business analyst role, but rather an opportunity to lead transformational change through process redesign, stakeholder engagement, and the adoption of smart solutions.

- Lead process redesign initiatives to streamline operations and deliver measurable productivity gains, with a focus on automation and AI.
- Champion a digital‑first approach to service improvement, identifying opportunities to leverage technology for better outcomes.
- Facilitate workshops with stakeholders and Subject Matter Experts (SMEs), building consensus and driving change.
- Use data and insight to identify and deliver efficiencies, creating scoping documents and analysing service performance.
- Support the Council’s design principles: prevention and reduction of demand, customer/community enabling, improved access to services, and earliest possible resolution of enquiries.
- Collaborate with Finance and Change leads to deliver savings and innovation through process redesign.
- Produce clear documentation for redesigned processes, including workflow diagrams, case studies, and user stories.
- Business Analyst Qualification or ability to demonstrate equivalent knowledge, skills and aptitude.
- Passionate about technology and its potential to transform business processes.
- Proven ability to lead and influence stakeholders at all levels, driving engagement and adoption.
- Experience in process mapping, redesign, and change management, ideally within local government or a similar environment.
- Skilled in analysing data and translating insights into actionable recommendations.
- Able to produce business requirement documentation, including workflow diagrams and user stories.
- Knowledge of transformational government and efficiency agendas.
