Position: By-Law Enforcement Officer - Part Time
Location: Tillsonburg

By‑Law Enforcement Officer

The Town of Tillsonburg is looking to hire one (1) part time By‑Law Enforcement Officer who will be responsible for the administration and enforcement of municipal regulatory by‑laws;
Animal Control, Dog Owners Liability Act, Parking, Dumping, Taxi, Noise, Property Standards, Zoning, Clean Yard, Sign, Fencing, Garbage, enforcement of business licences and all other by‑laws as scheduled/required. This position is also assisting in training of the By‑Law Enforcement Officer – Seasonal (students). This is a permanent part time position with an option to enroll in OMERS defined pension plan.

Responsibilities
  • Serve as municipality's Provincial Offences Officer for enforcement purposes regarding municipal by‑laws, policies and codes.
  • Deal with all by‑law complaints registered by the public, including all steps necessary to administer these by‑laws including enforce, investigate, inspect, document, mediate, report, and follow‑up.
  • Main By‑Laws enforced, but not limited to, Animal Control, Dog Owners Liability Act, Parking, Dumping, Taxi, Noise, Garbage, enforcement of business licences and all other by‑laws as scheduled/required.
  • Investigate and procure evidence in alleged violations of municipal by‑laws, policies and codes.
  • Prepare witness statements and conduct interviews.
  • Initiate legal proceedings, including filing information with appropriate Court.
  • Issue summons and Crown Briefs in accordance with approved by‑law provisions, including parking violations.
  • Provide information and support in preparing bylaws and, as appropriate the setting of fines and short‑forming process under the Provincial Offences Act.
  • Maintain a record of all complaints, document occurrence reports and conduct follow up.
  • Send out notices, issue orders or fines/tickets where applicable when infractions are committed.
  • Responsible for training and supervision of students.
  • Conduct regular tours of the municipality to identify by‑law infractions.
  • Mediate between parties when appropriate.
  • Work towards conciliatory actions in enforcement situations, utilizing skills of active listening to deliver difficult information.
  • Ensures management is aware of sensitive issues relating to by‑law matters.
  • Serve as municipality’s designate in court proceedings when appropriate for expert testimony.
  • Work close with other agencies, including Board of Health, Fire, Police, Works, Ministry of Environment, Ministry of Labour, Ministry of Municipal Affairs and Housing, Landlord Tenant Board, Conservation Authority, SPCA, etc.
  • Attends and gives evidence before the Property Standards Committee.
  • Issue verbal and written violations, lay charges under various by‑laws, maintain records, conduct/complete site inspections, gather evidence, respond to inquiries and complaints.
  • Enter permit/licensing data into related software.
  • Provide monthly and quarterly statistics.
  • Create/provide input for public information (pamphlets, ads, website, etc).
  • Ensures that fees associated with permits, licensing, fines and administration are collected and accurate, and ensures that any outstanding fees/invoices are applied to municipal taxes when applicable.
  • Deals with high risk confrontational situations on continuous basis.
  • Responsible for the hiring, training, provision of equipment, management of schedules, performance evaluations, and completion of time sheets for School Crossing Guards.
  • Attend/inspect properties which may have hidden health and safety issues (molds, clandestine labs, grow operations, etc).
  • Working in extreme weather conditions, exposed to heat, rain, ice, etc.
  • Ensures operating procedures and workplace safety regulations are followed to comply with the Occupational Health and Safety Act.
  • Adheres to all policies and procedures for the Town.
  • Performs other duties as assigned.
