As the Structures Manager, you will lead the management and maintenance of our highway and open space structures portfolio, including bridges, retaining walls, culverts, road restraint systems, geotechnical and other critical assets. This is a key leadership role within our Place Operations team, ensuring the safety, resilience and sustainability of the network. You will oversee strategy and policy for all highway and open space structures and technically advise other teams in all aspects of structural engineering.
Responsible for the financial management of the highway and open space structures capital programmes of up to £3 million per year, you will form part of a team delivering an ambitious programme of £150 m infrastructure improvements, including initiatives such as CRSTS.
What You Will Be Doing- Lead a team of senior engineers, engineers and technicians, providing technical guidance and support, and offer multidisciplinary advice on planning issues for major infrastructure projects.
- Manage and protect council assets across day‑to‑day service provision, overseeing inspection, maintenance and improvement programmes for all highway and open space structures, geotechnical assets and enforcement matters.
- Develop and deliver capital and revenue programmes, plan and manage budgets, ensuring compliance with national standards, codes of practice and health and safety legislation.
- Manage contractors and external stakeholders, oversee routine works programmes and one‑off projects involving cross‑boundary work and funding from regional agencies.
- Lead strategic planning for asset and lifecycle management of structures and geotechnical assets, act as the responsible officer for all technical approvals as the Technical Approval Authority.
- Act as the designated Bridge Manager and Bridge Strike Champion, representing the council at regional and national levels.
- Degree in Civil or Structural Engineering, Chartered or ICE/IStruct
E. - Management qualification NVQ 4 level or equivalent, with leadership experience and coaching skills.
- Strong knowledge of highway structures, inspection regimes and maintenance techniques, and in‑depth knowledge of local and national issues.
- Project management experience with financial and commercial acumen, and experience managing large budgets.
- Experience developing and maintaining complex partnerships and influencing senior stakeholders.
- Knowledge of specialist structural design and assessment software and asset management software such as AMX.
