This role is part of our Highbury Defense Group (HDG) division, which specializes in C2, systems engineering, cyber, and international mission support. HDG brings decades of experience supporting the DoD, Department of State, and allied partners, delivering practical, technically rigorous solutions that strengthen operational readiness around the world.

The Program Specialist provides programmatic, technical, and functional support to PM PNT by advising leadership on strategy development, program execution, and resource management. This role focuses on performance assessment, schedule and cost control, and continuous process improvement to ensure PM PNT programs meet established objectives efficiently and effectively.

• Provide advice and guidance to PM PNT leadership on the interpretation and development of technical, functional, and program management strategies, including program milestones, schedules, and budget formulation.
• Monitor and evaluate individual product and project performance against cost, schedule, and technical objectives; identify risks and issues; and recommend corrective actions to maintain overall program success.
• Develop and present alternative courses of action based on program reviews, performance assessments, and data-driven analysis.
• Document results of business process reengineering initiatives, improvement efforts, and alternative action proposals to support informed decision-making.
• Track and monitor project objectives, milestones, and budgets within the context of broader PM PNT program goals.
• Prepare correspondence, briefings, reports, and decision support materials for PM PNT leadership and stakeholders.
• Support administrative, business, and operational functions required for effective execution and management of government programs.

• Experience in DoD or Army program management, program analysis, or program control.
• Familiarity with acquisition program management principles, cost, schedule, and performance management.
• Strong analytical, documentation, and briefing skills.
• Ability to work independently and provide actionable recommendations to leadership.

Some positions will require access to U.S. National Security information. Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL). In order to qualify for this position, the candidate must be a U.S. citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment.
