Are you ready to shape the analytical direction of one of the UK’s most ambitious missions — making Britain a clean energy superpower?

We are seeking an inspiring and strategic leader to head up a high-impact analytical team at the heart of DESNZ. The team itself brings together expertise on value for money and cost-benefit analysis, economic growth, industrial policy, private investment and skills.

This is a unique opportunity to influence major government decisions on economic growth, industrial policy, private investment, and skills — all while building a thriving analytical community that drives evidence-based policy making across the department. You’ll lead a team that sits at the intersection of policy, strategy, and evidence. Your work will directly inform ministerial decisions and help ensure that billions of pounds of public investment deliver maximum value for money.

This is a high-performing cross-cutting analytical team that brings together expertise in economics, economic growth, industrial policy, skills, and the department’s clean energy mission. You will have responsibility for advising on value for money, providing guidance and advice on analysis across DESNZ, supporting core departmental activities such as the Spending Review as part of a strategic partnership with Strategy and Finance, co‑ordinating and leading analysis in relation to economic growth, private investment, jobs and skills and supply chains.

You will also be expected to play an active role in the department’s analytical leadership team and the analytical community.

  • Advising ministers and senior officials on the value for money of DESNZ’s spending, ensuring a robust, high quality and persuasive evidence base for decision‑making
  • Providing analytical support and briefing to the Chief Analyst for sign‑off on impact assessments, business cases and value for money
  • Providing guidance and advice on analysis across all DESNZ policy areas
  • Developing and delivering cross‑cutting analytical training to all of DESNZ
  • Helping set the strategic direction for analysis in DESNZ and across Whitehall
  • Co‑ordinating and leading analysis in relation to economic growth, private investment, jobs and skills, and supply chains
  • Leading analysis to support the department’s mission to make Britain a clean energy super power
  • Building an inclusive, collaborative, and high‑performing analytical community. You’ll play a key role in helping to diversify the profession, embed inclusive analytical practices, and ensure our evidence reflects the experiences of all communities across the UK.

Person specification

Within your CV and Statement of Suitability, it is important that you give evidence and examples of proven experience for each of the following essential criteria:

  • An inspiring leader, with experience of building inclusive and collaborative teams
  • The ability to persuade and influence others and establish collaborative relationships with a wide range of senior, influential stakeholders across organisational boundaries
  • A track record of navigating the political landscape and an ability to present complex information in a clear concise way
  • Experience in making difficult judgements on value for money of government schemes, applying Green Book principles, and making clear analytical arguments
  • Membership of one of the core analytical professions in government (economics, statistics, social research and operational research) or equivalent experience
  • Experience in energy, Net Zero or climate‑related analysis highly desirable
