Program Manager, Commissioning
Location:
Abilene, TX
The Program Director for Commissioning leads the strategic planning, execution, and oversight of commissioning and construction programs for building systems. This role is responsible for ensuring that projects meet organizational objectives, regulatory requirements, and industry best practices, while supporting owners, engineers, and cross‑functional teams throughout the project lifecycle. The Program Director will drive continuous improvement, champion safety, and promote operational excellence across all commissioning and construction activities.
Essential Duties and Responsibilities- Lead multiple commissioning and construction teams to ensure successful completion, functional testing, and site turnover of complex building systems.
- Develop and implement comprehensive program management plans and commissioning strategies aligned with organizational goals.
- Coordinate resources to define, manage, and optimize the commissioning and construction scope of work across multiple projects.
- Ensure commissioning procedures and construction processes are developed, approved, and finalized with appropriate detail for safe and thorough execution.
- Oversee design reviews and schedule optimization to minimize commissioning and construction timelines.
- Establish system turnover priorities and manage safe commissioning of systems in parallel with ongoing construction activities.
- Define and maintain system and sub‑system lists in order of priority to support efficient commissioning and construction.
- Validate systems to meet performance specifications and ensure compliance with regulatory and safety standards.
- Ensure execution plans include necessary materials, equipment, specialist engineering, and vendor support for safe, productive commissioning and construction.
- Monitor and coordinate cross‑functional teams, including contractors, vendors, and internal stakeholders, across all activities.
- Resolve commissioning and construction punch list items in a timely and accurate manner.
- Establish and manage two‑week look ahead work plans and daily management routines to monitor progress against schedules.
- Oversee the preparation and timely handover of final reports, documentation, and closeout materials.
- Provide ongoing support, mentoring, and training to project personnel, ensuring competency and continuous professional development.
- Deliver accurate and timely reporting on project status, risks, and issues affecting program delivery.
- Ensure immediate action is taken to rectify or halt unsafe work or operations and intervene to address non‑compliance with health and safety responsibilities.
- Champion a culture of safety, accountability, and excellence in commissioning and construction practices.
- Experience:
Minimum 10 years of progressive experience in commissioning, construction management, or building systems, including at least 5 years in a senior leadership or program management role overseeing large‑scale, complex projects. - Technical
Skills:
Deep understanding of building systems (HVAC, electrical, plumbing), commissioning methodologies, and construction processes. Proficiency in project management and scheduling software (e.g., Microsoft Project, Primavera), as well as Microsoft Office Suite. - Leadership:
Proven ability to lead multidisciplinary teams, manage multiple projects simultaneously, and drive results in a fast‑paced, dynamic environment. - Communication:
Excellent verbal and written communication skills, with the ability to present complex information to diverse audiences and build strong stakeholder relationships. - Problem Solving:
Strong analytical and critical thinking skills with a track record of identifying and resolving complex project challenges. - Safety and Compliance:
In‑depth knowledge of safety regulations, quality assurance, and industry standards related to commissioning and construction services. - Certificates and Licenses:
Professional certifications (e.g., PMP, PE, CxA) are highly desirable but not required. - Must be a US Citizen
