Parsons is seeking an experienced Document Controller to join its site supervision team in Abu Dhabi, UAE, supporting water distribution network projects for a major utility client. The role will maintain accurate, controlled, and traceable project information across works in Abu Dhabi, Al Dhafra, and Al Ain, coordinating contractor submittals, correspondence, inspection records, drawings, registers, and handover documentation in accordance with Client document control requirements and Parsons quality procedures.

What You 'll Be Doing
  • Receive, register, and distribute incoming and outgoing project documentation.
  • Process Contractor submittals, shop drawings, method statements, material submittals, letters, and transmittals.
  • Track Contractor submittals through the review process and alert the supervision team to approaching or overdue review deadlines.
  • Support compliance with contractual document review turnaround requirements.
  • Maintain registers covering submittals, RFIs, Work Inspection Requests, Material Inspection Requests, NCRs, site instructions, test records, correspondence, snags, and defects.
  • Maintain the electronic document management system and structured project filing system.
  • Apply correct document numbering, revision control, filing, and traceability requirements.
  • Upload and exchange project information through the Client 's document management platform or agreed correspondence system where access is provided.
  • Control the issue of drawings and documents to site personnel.
  • Ensure superseded document and drawing revisions are withdrawn from current use.
  • Prepare document status reports and statistics when requested by the Resident Engineer.
Project Records and Reporting

The Document Controller will maintain reliable records across multiple concurrent work sites, ensuring that the supervision team can readily identify current documents, outstanding reviews, inspection records, correspondence, and other controlled project information. The role will compile supporting documentation for daily, weekly, monthly, and quarterly progress reporting while maintaining project master files throughout the construction lifecycle.

Handover and Close-Out Documentation
  • Maintain organized project master records.
  • Assemble as-built documentation for project handover.
  • Compile relevant test certificates and supporting records.
  • Organize handover documentation required for PAC and FAC.
  • Maintain traceability between project records and their current revision or status.
  • Support efficient retrieval of records during project completion and close-out activities.
Quality and Document Compliance

Ensure project documentation complies with the Client 's document control requirements and Parsons quality procedures. The role will support internal and Client audits by maintaining complete, organized, and accessible records. Project information must be handled securely, with appropriate confidentiality maintained throughout document receipt, processing, distribution, storage, and archiving.

What Required Skills You 'll Bring
  • Diploma or degree in a relevant field such as Business Administration, Computer Applications, Information Management, Engineering, or a related discipline.
  • Minimum 2 years of document control experience on construction or infrastructure projects.
  • Consultancy experience within a similar scope of work is preferred.
  • Strong Microsoft Office skills, including Outlook, Excel, and Word.
  • Working knowledge of Electronic Document Management Systems.
  • Knowledge of document numbering and revision control practices.
  • Strong organizational skills and attention to detail.
  • Ability to manage high volumes of documentation across multiple concurrent work sites.
  • Good written and verbal communication skills.
  • Fluent English reading and writing skills.
  • Availability on a full-time basis.
  • Preparedness to work a six-day week as required under the Agreement.
What Desired Skills You 'll Bring
  • Previous experience on TAQA Distribution, ADDC, AADC, or equivalent utility projects in Abu Dhabi or Al Ain is strongly preferred.
