We are seeking a Subsidies & Incentives Expert to lead end-to-end reform of agricultural subsidy frameworks — designing smarter targeting mechanisms, closing leakage gaps, and ensuring every dirham of public investment delivers measurable results for farmers and the sector.
PRIMARY RESPONSIBILITIES Diagnosis & Design- Map the existing subsidy landscape: eligibility criteria, spend patterns, leakage risks, and incentive distortions
- Segment beneficiaries by farm type, size, crop/livestock system, geography, and vulnerability
- Design alternative subsidy models including targeted input subsidies, outcome-linked incentives, and capital grant/co-investment schemes
- Develop fiscal scenarios and trade-off analyses to support government decision-making
- Define eligibility rules, verification methods, and audit trails — including registry integration, land/farm , and production evidence
- Design leakage prevention controls: claims validation, supplier vetting, and anomaly detection
- Develop compliance mechanisms and cost-benefit scenarios for ongoing subsidy applicability review
- Translate design into an executable implementation plan covering policy drafts, operating procedures, system requirements, and vendor changes
- Collaborate with digital/data teams on farmer registry integration, e-voucher disbursement logic, and case management workflows
- Support procurement packages for system integrators, payment rails, and verification services
- Define impact evaluation frameworks: logic models, baselines, measurement methods, and quasi-experimental design options
- Establish a benefits-tracking discipline within the TMO — including impact reporting cadence and auditability
- Coordinate with finance, treasury, audit, regulators, farmer associations, suppliers, and service providers
- Develop communication materials to support adoption and manage political-economic risks
- 10+ years in agricultural subsidies/incentives, social support targeting, agri-policy implementation, or development programs at a leading organization
- Demonstrated experience designing and implementing targeting and payment/disbursement mechanisms — public sector experience preferred
- Strong quantitative capability: fiscal modelling, program evaluation methods
- Familiarity with global best practices (FAO, World Bank, IFAD-style program disciplines) is an advantage
- Bachelor's degree in Economics, Public Policy, Agricultural Economics, or a related field; advanced degree preferred
