Resident Engineer Earthwork Roadwork and Traffic Management

Context

The Resident Engineer – Earthworks, Roadworks, and Traffic Management will be responsible for supervising and monitoring railway-related civil works on site. The role ensures that earthworks, roadworks, and traffic management activities are executed in accordance with approved drawings, specifications, contract requirements, safety standards, and project timelines, while coordinating closely with contractors, the client, and relevant stakeholders.

• Supervise all earthwork, roadwork, and traffic management activities associated with the railway project in accordance with approved drawings, specifications, and contract requirements.
• Monitor excavation, filling, embankment, subgrade, pavement, access road, and reinstatement works to ensure compliance with technical and quality standards.
• Oversee implementation of approved traffic management plans, including diversions, lane closures, temporary signage, barriers, and pedestrian safety arrangements.
• Coordinate with contractors, client representatives, designers, utility agencies, traffic authorities, and other stakeholders on site-related matters.
• Review contractor submissions including method statements, material approvals, inspection requests, and traffic management proposals.
• Verify levels, alignment, dimensions, and quantities of executed works for compliance, measurement, and certification purposes.
• Monitor progress of works against the approved schedule and identify delays, access constraints, and interface issues affecting delivery.
• Ensure compliance with health, safety, and environmental requirements, particularly for works adjacent to live roads, public areas, and construction zones.
• Maintain site records, inspection reports, test results, non‑conformance reports, and progress updates for assigned works.
• Recommend and follow up corrective actions to resolve quality issues, safety concerns, traffic disruptions, and construction‑related problems.

• Minimum 10 years of professional experience in civil engineering, construction supervision, or execution of railway projects.
• Relevant experience in earthworks, roadworks, and traffic management on railway, metro, highway.
• Proven experience in supervising construction activities, monitoring contractor performance, and ensuring compliance with specifications and standards.
• Familiarity with temporary traffic management, road diversions, reinstatement works, and coordination with local authorities and stakeholders.
• Experience in a PMC, supervision consultant, or Engineer role is preferred.
