Construction Manager (Artificial Island) – Offshore Topside PMC Project
We are seeking an experienced Construction Manager to lead and oversee all civil and underground infrastructure construction activities for a major oil & gas topside facilities installation on an artificial island.
Position will be based in an office for some time before transitioning to the offshore site on a 6‑week on / 3‑week off rotation cycle.
Responsibilities- Lead all onsite construction activities related to civil and underground infrastructure works.
- Manage construction execution in accordance with project schedules, specifications, drawings, and HSE requirements.
- Coordinate daily activities of contractors, subcontractors, consultants, and site supervision teams.
- Ensure efficient deployment of manpower, equipment, and materials.
- Manage and supervise work including piling and deep foundation systems; excavation and trenching activities; underground utility installation (HDPE, GRP, ductile iron, and reinforced concrete piping systems); stormwater, sewer, potable water, and drainage networks; electrical and communication duct banks; MV/LV cable laying and underground cable installations; road subgrade and civil infrastructure interfaces.
- Review and monitor construction schedules and recovery plans.
- Coordinate interfaces between civil, MEP, utility, and infrastructure packages.
- Participate in constructability reviews and work sequencing.
- Ensure all works comply with project specifications, quality standards, and local authority regulations.
- Review and approve method statements, inspection test plans (ITPs), and construction procedures.
- Support QA/QC teams in inspections and resolution of non‑conformance reports (NCRs).
- Promote and enforce a strong HSE culture across all site activities, ensure compliance with all project HSE policies and procedures, participate in risk assessments and toolbox talks.
- Monitor productivity and progress, and prepare weekly and monthly construction progress reports for senior management.
- Bachelor’s degree in civil or mechanical engineering.
- Minimum 12–15 years of construction experience in major infrastructure projects.
- Proven experience managing civil and underground utility works on large‑scale developments.
- Strong knowledge of underground utility systems, foundation works, and heavy civil construction methodologies.
- Experience working in the Middle East/GCC region is an advantage.
- Strong leadership and team management skills.
- Excellent coordination and stakeholder management abilities.
- Problem‑solving and decision‑making capability under demanding project conditions.
- Effective communication and reporting skills.
