Parsons seeks a qualified Dry Utilities Inspector to monitor, inspect, coordinate, witness, and document electrical and civil elements for infrastructure and road construction projects. The role supports the Utility Engineer and ensures compliance with contract requirements, specifications, and safety standards.

• Inspect site activities related to streetlights, electrical & telecommunication networks, asphalt road construction, storm water, guide signs, barriers, guard rails, and related furniture.
• Maintain a detailed diary of daily work activities, status, hours, labor, and equipment use.
• Respond to Work Inspection Requests (WIR) and take timely corrective action.
• Monitor quality of work, assess safety, health, and environmental compliance, and implement mitigating measures.
• Prepare surveillance reports for deficiencies and generate Site Observation Reports (SOR) or Non‑Conformance Reports (NCR) as needed.
• Provide technical input to resolve discipline‑related issues at the site.
• Complete required documentation prior to inspection and follow up to maintain complete records.
• Apply project quality control procedures and recommend improvements.
• Communicate site progress regularly and coordinate hand‑over activities.

• Bachelor’s Degree or Diploma in Electrical/Mechanical Engineering (or equivalent) approved by the Engineer.
• Minimum 5 years of civil and utilities construction experience on major infrastructure and road construction projects.
• Experience in GCC region is an advantage.

• Strong written and oral communication skills and interpersonal effectiveness with project teams.
• Ability to comprehend and interpret construction specifications and related processes.
• Computer literacy, including data access, record maintenance, and report generation.
• Familiarity with project‑specific engineering and construction software.
