Job Purpose
Be part of a multi‑disciplinary team. Constantly identify bottlenecks for progress on construction and proactively take action to resolve them. Monitor coordination of interfaces between the EPC contractors and provide clarifications and guidance on resolutions of any conflicts arising during execution. Conduct construction supervision as per the approved IPMT organigram for site coordination with company operations to facilitate construction activities and interfaces.
Review various completion documentation such as Mechanical Completion Dossiers to ensure proper compilation and certification. Ensure that all approved procedures for construction drawings, risk assessments, permits, NOCs, environmental restriction studies, JSA, FRA and safety reviews are in place and adhered to during all phases of the project. Protect company interests by implementing contract requirements, regulations, sound construction practices, HSSE practices and quality norms.
Coordinate the Right First Time start‑up concept. Coordinate handover of final project documents to the company. Coordinate clearance of punch list works. Have a working understanding of AWP (Advanced Work Packages) used on this project.
- Review and provide input to the overall construction plan, procedures and construction requirements identified in the EPC contract to ensure constructability.
- Review construction organization and manning.
- Review construction plans and detailed procedures.
- Review tie‑in philosophy and tie‑in package relevant procedures.
- Monitor the EPC contractor’s allocation of construction resources and recommend corrective action where shortages may prejudice the program.
- Ensure all construction procedures, method statements and inspection and test plans are issued as final approved documents before the start of related work.
- Monitor and manage inspection of construction work performed by the EPC contractor or subcontractors to verify compliance with approved procedures, specifications and quality standards.
- Ensure strict compliance with safety procedures and requirements.
- Ensure the EPC contractor mobilises representatives of vendors and licensors as required to support construction activities.
- Monitor progress of work at the site against the project schedule.
- Monitor development of punch lists and close out listed items as works progress.
- Ensure the EPC contractor provides all reports and test records in accordance with contract provisions.
- Be fully conversant with the HSEQ plan.
- Review Mechanical Completion and pre‑commissioning manual.
- Review contractors' requests for issuance of Mechanical Completion certificates and recommend acceptability to management.
- Participate in inspections, site installations, site acceptance tests and endorse inspection and test reports confirming adherence to specifications and applicable international codes and standards.
- Hands‑on experience in oil and gas petrochemical plants.
