We are seeking an experienced, hands-on HSE Manager to take ownership of day-to-day health, safety, and environmental compliance throughout the construction phase. This is a site role requiring daily presence on-site, close coordination with the project team, main contractor, and subcontractors, and direct oversight of all HSE activities from mobilization through to handover.
Key Responsibilities- Implement the project-specific HSE plan, method statements, and risk assessments in coordination with the main contractor and subcontractors.
- Conduct daily site walks, weekly formal inspections, and scheduled audits; issue non-compliance notices and track close-out.
- Investigate site incidents, accidents, and near-misses on the spot; prepare incident reports and root cause analyses within required time frames.
- Deliver site inductions for all new workers, staff, and visitors before site access is granted.
- Conduct daily toolbox talks and weekly HSE training sessions for site workforce and subcontractor teams.
- Review and approve contractor method statements, risk assessments (RAMS), and permits-to-work (hot work, confined space, working at height, lifting, excavation, etc.).
- Maintain site HSE records: inspection logs, training registers, permit registers, incident logs, and inspection checklists.
- Coordinate with civil defense, municipality inspectors, and other authorities during site visits and audits.
- Lead site emergency response, including fire drills, evacuation procedures, and first-aid/muster point arrangements.
- Monitor housekeeping, PPE compliance, scaffolding, temporary works, and site welfare facilities.
- Report daily/weekly HSE statistics (manhours, incidents, observations, LTIFR) to the Project Manager and Corporate HSE.
- Chair or participate in weekly site HSE committee meetings with the contractor and subcontractors.
- Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- Minimum 9-12 years of HSE experience on construction sites, with at least 3 years in a site-based HSE Manager or Senior HSE Officer role.
- NEBOSH Diploma / IGC (or equivalent) required; OSHA construction safety certification is a plus.
- Willing and able to be on-site full-time, including outdoor conditions, and to walk active construction areas daily.
- Solid working knowledge of local municipality, civil defense, and environmental authority requirements.
- Experience with mixed-use construction projects preferred.
- Strong ability to enforce compliance firmly while maintaining good working relationships with contractor teams.
