Reports to:
Operation Manager
To lead and directly perform the estimation, tendering, budgeting, and cost-control activities for MEP projects. The position is responsible for preparing accurate and competitive tender estimates, establishing approved project budgets, monitoring project costs and profitability, and supporting clientrelated variations, claims, and payment applications.
Estimation and Tendering Responsibilities- Review tender drawings, specifications, BOQs, contract documents, addenda, and scope requirements.
- Prepare detailed MEP estimates covering HVAC, Plumbing, Drainage, Firefighting, LPG, Electrical, ELV, BMS, and Testing & Commissioning works.
- Perform quantity take-offs and verify quantities from drawings, BOQs, and technical documents.
- Prepare cost estimates including materials, labour, equipment, subcontractors, overheads, contingencies, and profit margins.
- Identify tender risks, scope gaps, exclusions, assumptions, and technical/commercial clarifications.
- Obtain and evaluate supplier and subcontractor quotations and prepare commercial comparison sheets.
- Coordinate with Engineering, Procurement, Planning, Projects, Operations, and Finance teams for tender inputs.
- Review project requirements including manpower, productivity, construction methodology, logistics, and site conditions.
- Prepare tender submissions, pricing summaries, cash flow projections, qualifications, and final commercial documents.
- Participate in site visits, tender clarifications, negotiations, value engineering, and prepare revised estimates when required.
- Maintain estimation databases, material rates, supplier quotations, labour rates, and historical project cost records.
- Prepare complete tender handover documents including approved estimates, assumptions, exclusions, quotations, and cost breakdowns.
- Convert approved tender estimates into detailed project budgets after project award.
- Establish project budgets by MEP discipline, cost code, activity, location, work package, material, labour, equipment, and subcontractor.
- Prepare project cash flow forecasts, procurement budgets, manpower budgets, subcontract budgets, and cost control baselines.
- Monitor actual, committed, accrued, and forecast costs against approved project budgets.
- Review purchase requests, purchase orders, subcontract commitments, manpower costs, and project expenses for budget compliance.
- Monitor material consumption, labour productivity, overtime, subcontract costs, equipment expenses, wastage, and project overheads.
- Identify cost overruns, budget variances, productivity losses, abnormal consumption, and potential project risks.
- Coordinate with Project Managers, Procurement, Finance, Planning, and Operations teams for cost control and corrective actions.
- Prepare monthly cost reports, variance analysis, cost-to-complete forecasts, estimate-at-completion reports, and profitability reports.
- Monitor project revenue, certifications, invoicing, collections, retention, and cash flow performance.
- Reconcile project costs with Finance, including supplier invoices, subcontractor payments, accruals, inventory, and cost allocations.
- Recommend value engineering, cost-saving opportunities, alternative solutions, and process improvements while maintaining quality and contractual requirements.
- Prepare cost estimates, rate build-ups, and supporting documents for client variations, additional works, and commercial submissions.
- Review revised drawings, client instructions, consultant instructions, RFIs, and scope changes to identify cost and revenue impacts.
- Support preparation of client payment applications, variation submissions, commercial proposals, claims, and final accounts.
- Review payment certificates, deductions, rejected amounts, back-charges, and outstanding certifications from a cost perspective.
- Provide cost records and supporting calculations for delay, disruption, acceleration, and prolongation claims.
- Participate in commercial meetings with clients, consultants, and main contractors as required.
- Supervise and guide Estimation Engineers, Cost Control Engineers, and Quantity Surveyors.
- Review the accuracy and completeness of quantity take-offs, estimates, budgets, cost reports, and commercial submissions.
- Prepare periodic management reports covering tender status, project budgets, cost performance, risks, and profitability.
- Maintain confidentiality of tender prices, project budgets, profit margins, quotations, and commercially sensitive information.
