Job SummaryThe HSE Inspector is responsible for monitoring, inspecting, and supporting the implementation of Health, Safety and Environmental requirements across construction, oil & gas, infrastructure, pipeline, mechanical, and shutdown activities. The role ensures that site operations comply with company HSE procedures, client requirements, UAE regulations, and applicable international safety standards.
The HSE Inspector will conduct regular site inspections, identify unsafe acts and conditions, support risk assessment and permit-to-work requirements, participate in incident investigations, and promote a strong safety culture among employees and subcontractors.
Key Responsibilities HSE Inspection & Monitoring- Conduct daily site inspections to identify unsafe acts, unsafe conditions, and potential hazards.
- Monitor construction, pipeline, mechanical, excavation, lifting, scaffolding, hot work, confined space, and other high-risk activities.
- Ensure compliance with approved HSE plans, procedures, method statements, risk assessments, and Task Risk Assessments (TRA).
- Verify proper use of PPE and ensure workers comply with site safety requirements.
- Inspect work areas, access routes, housekeeping, welfare facilities, emergency arrangements, and safety signage.
- Monitor scaffolding, ladders, work-at-height systems, fire protection equipment, and temporary facilities.
- Ensure corrective actions are implemented and closed within the required timeframe.
- Review and monitor implementation of risk assessments, JSA/JHA, TRA, and method statements.
- Verify that Permit-to-Work requirements are properly implemented before commencement of high-risk activities.
- Monitor compliance with isolation, LOTO, confined-space entry, hot-work, excavation, lifting, and work-at-height requirements.
- Identify hazards and recommend appropriate control measures according to the hierarchy of controls.
- Conduct site HSE inductions for employees, subcontractors, and visitors.
- Deliver toolbox talks and safety awareness sessions.
- Promote safe working practices and encourage employee participation in HSE initiatives.
- Assist in organizing safety campaigns, emergency drills, and HSE awareness programs.
- Ensure workers understand applicable site rules, emergency procedures, and safe work practices.
- Report and assist in investigating incidents, accidents, near misses, and unsafe occurrences.
- Support identification of immediate, underlying, and root causes.
- Assist in developing corrective and preventive actions.
- Follow up on incident investigation recommendations and verify their implementation.
- Maintain accurate HSE records and documentation.
- Monitor environmental controls including waste management, spill prevention, housekeeping, and pollution prevention.
- Ensure proper storage and handling of hazardous substances and chemicals.
- Monitor site welfare facilities and ensure suitable standards of cleanliness, hygiene, drinking water, and sanitation are maintained.
- Report environmental hazards and non-compliances to the HSE management team.
- Assist HSE Engineers/Managers in internal and client HSE audits and inspections.
- Prepare daily, weekly, and monthly HSE inspection reports.
- Maintain records of observations, corrective actions, toolbox talks, inductions, inspections, and training.
- Monitor closure of HSE observations and non-conformities.
- Ensure HSE documentation is maintained in accordance with company and client requirements.
The HSE Inspector shall be capable of monitoring safety requirements related to:
- Oil & gas construction activities
- Pipeline construction and installation
- Mechanical and maintenance activities
- Refinery and plant shutdowns
- Storage tank construction and maintenance
- Excavation and trenching
- Lifting and rigging operations
- Scaffolding and work at height
- Confined space entry
- Hot work and cold work
- Electrical and mechanical activities
- Fire prevention and emergency response
- Hazardous materials and chemicals
- H2S and other hazardous gas exposure
- Traffic and vehicle safety
- Environmental protection and waste management
The HSE Inspector should be familiar with working under major UAE client HSE systems and requirements, including projects associated with:
- ADNOC / ADNOC Onshore
- ADCO
- TAKREER
- GASCO
- ADGAS
- DEWAEWE
The position requires the ability to work effectively within client-controlled HSE systems, permit-to-work processes, inspection requirements, and project-specific safety procedures.
Required Qualifications- Diploma or Bachelor's Degree in Mechanical Engineering, Safety Engineering, Occupational Health & Safety, or a related discipline.
- Professional qualification in Occupational Health & Safety / Fire & Safety is preferred.
