Occupational Health & Safety, Regulatory Compliance Specialist
Implement and monitor project-specific HSE policies procedures plans and safe working practices Conduct regular site inspections to identify unsafe acts unsafe conditions hazards and environmental risks Ensure construction activities comply with approved risk assessments method statements permit-to-work procedures and HSE requirements Conduct and facilitate toolbox talks safety briefings induction programs and awareness sessions for employees subcontractors and visitors Review Job Safety Analysis JSA Risk Assessments Method Statements and other HSE documentation Monitor compliance with PPE requirements and ensure appropriate safety equipment is available and properly used Monitor high-risk activities including work at height lifting operations excavation confined spaces hot work electrical work scaffolding and temporary works Ensure proper implementation of Permit-to-Work PTW Lockout Tagout LOTO and isolation procedures where applicable Coordinate with construction teams to identify hazards and implement appropriate control measures before work begins Conduct daily and periodic HSE inspections audits and site walks and prepare inspection reports Record and investigate incidents near misses unsafe conditions and environmental events Support root-cause analysis and ensure corrective and preventive actions are implemented and closed within agreed timelines Maintain HSE incident registers inspection records observation logs corrective action trackers and other safety documentation Monitor subcontractor HSE performance and ensure compliance with project and company safety requirements Participate in contractor and subcontractor HSE meetings and performance reviews Ensure emergency preparedness plans are implemented and emergency equipment is available accessible and maintained Coordinate emergency drills such as fire evacuation medical emergency rescue and other site-specific scenarios Inspect fire extinguishers fire protection systems first-aid facilities emergency exits access routes signage and other safety equipment Monitor site housekeeping waste management storage access traffic management and general environmental conditions Support implementation of environmental controls relating to dust noise waste spills emissions and hazardous materials Ensure hazardous substances and chemicals are properly identified stored handled and disposed of Monitor lifting operations and ensure lifting plans equipment certifications and competent personnel requirements are followed Ensure scaffolding ladders access platforms temporary structures and excavation works are inspected and maintained in safe condition Coordinate with site management to stop unsafe work where there is an immediate risk to personnel property or the environment Support compliance with client consultant authority and regulatory HSE requirements Prepare daily weekly and monthly HSE reports statistics dashboards and performance summaries Track HSE KPIs such as incidents near misses observations inspections training corrective actions and safety performance Assist in internal and external HSE audits and ensure timely closure of audit findings Promote safety awareness and positive HSE culture among employees contractors and project teams Provide HSE guidance and support to Project Managers Engineers Supervisors and site personnel Assist in developing and implementing continuous improvement initiatives and lessons learned Perform other HSE-related responsibilities assigned by the HSE Manager or Project Management team.
Qualifications& Experience
- Bachelor’s degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
- Officer: 3–5 years of relevant HSE experience in construction, engineering, infrastructure, industrial, or EPC projects.
- Senior Officer: 5–8 years of relevant HSE experience, preferably with responsibility for major construction or engineering projects.
- NEBOSH IGC and/or IOSH certification is preferred.
- ISO 45001 Internal Auditor/Lead Auditor certification will be an advantage.
