Position OverviewThe Consultant Safety Officer is responsible for ensuring that all construction and project activities comply with UAE HSE regulations, applicable international standards (ISO 45001 & ISO 14001), and project-specific/client safety requirements.
The role involves proactive monitoring of workplace safety, accident prevention, inspections, audits, advisory support to project teams, and liaison with local authorities such as Dubai Municipality, ADM / ADOSH Safety Framework, clients, and contractors.
Key ResponsibilitiesReview and approve Contractor HSE Plans, Risk Assessments (RA), Method Statements (MS), Job Safety Analysis (JSA), Safe Operating Procedures (SOP), Lifting Plans, and related documents prior to commencement of work, ensuring compliance with legal, client, and project requirements.
Develop, implement, and regularly update the Stantec Project-Specific HSE Plan in alignment with corporate HSE policies, project scope, and client expectations.
Communicate approved Project HSE Plans to all Stantec employees and ensure effective implementation on site.
Monitor, audit, and evaluate contractor and subcontractor HSE performance, providing guidance, coaching, and enforcement to maintain a strong safety culture.
Conduct regular site inspections, hazard identification exercises, internal audits, and ensure timely closure of all corrective and preventive actions.
Organize and lead HSE meetings, management walkthroughs, toolbox talks, and HSE awareness campaigns to promote proactive safety engagement.
Design, coordinate, and deliver mandatory and project-specific HSE training for Stantec employees.
Participate in Client HSE meetings, coordination meetings, and project progress meetings as required.
Prepare and submit weekly and monthly HSE reports to clients in accordance with contractual and reporting requirements.
Investigate accidents, incidents, and near misses, prepare detailed investigation reports including root cause analysis, and track corrective actions.
Ensure effective implementation, monitoring, and compliance of critical risk management systems as per legal and client requirements.
Develop and monitor leading and lagging HSE performance indicators at project level.
Implement, monitor, and test Emergency Response Plans (ERP) relevant to project activities.
Identify, report, and ensure prompt rectification of unsafe acts and unsafe conditions to maintain a safe working environment.
QualificationsBachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, or a related discipline.
NEBOSH IGC Level 3 – Mandatory.
Minimum 8 years of construction safety experience in the UAE (minimum 6 years relevant experience).
2–3 years’ experience working with engineering consultancy firms (preferred).
Strong working knowledge of UAE HSE regulations, local authority requirements, and international HSE standards.
