- Review Contractor HSE plans, files, training programs, and induction packages.
- Assess HSE documentation and recommend improvements where required.
- Maintain a clear understanding of contractual HSE requirements and performance expectations throughout project execution.
- Support definition of HSE performance expectations covering hazards, risks, controls, competency, organization, and staffing.
- Develop, implement, and monitor Contractor HSE key performance indicators in coordination with project stakeholders.
- Conduct worksite checks, safety observations, inspections, and audits.
- Assign corrective actions and monitor them through satisfactory close-out.
- Oversee Contractor compliance with approved HSE plans and safe systems of work.
- Monitor implementation of permit-to-work and control-of-work requirements.
The HSE Engineer will provide active oversight of construction safety across the supervision assignment. Particular attention will be required for activities involving live network assets, existing utilities, public road corridors, and areas controlled by third parties. The role will verify that HSE requirements are properly addressed within project documentation and implemented at the worksite, maintaining alignment between approved procedures and actual construction activities.

- Oversee HSE requirements associated with lifting operations.
- Monitor working-at-height controls.
- Verify safe execution of work near live network assets.
- Review risk assessments and associated control measures.
- Monitor permit-to-work implementation.
- Support emergency response preparedness.
- Verify that safe work practices remain effective as site conditions change.
Review and verify HSE requirements within project deliverables and construction documentation, including risk assessments and method statements, commissioning procedures, and method statements. The HSE Engineer will assess whether documentation adequately addresses applicable hazards, controls, competencies, and execution requirements before and during site activities.
HSE Performance Management- Develop and monitor HSE performance indicators.
- Review Contractor HSE performance against project expectations.
- Coordinate HSE meetings and formal performance reviews.
- Maintain effective communication between project parties on HSE matters.
- Track safety observations, audit findings, and corrective actions.
- Monitor recurring issues and areas requiring additional management attention.
- Support HSE reporting and performance evaluation.
- Maintain clear records supporting project HSE governance.
Review incident investigations and monitor remedial actions through completion. The role will support the maintenance of risk and lessons learned registers so that findings from incidents, inspections, and project experience can be incorporated into future work planning and safety controls. The HSE Engineer will work with relevant stakeholders to ensure corrective measures address identified causes and are implemented effectively.
Project Coordination- Act as a focal point between project parties for HSE matters.
- Participate in project kick-off meetings.
- Support pre-mobilization reviews and meetings.
- Attend progress meetings where HSE input is required.
- Coordinate with supervision teams and Contractors on emerging safety matters.
- Communicate HSE requirements clearly across multidisciplinary teams.
- Support consistent application of HSE requirements across concurrent activities.
- Bachelor 's degree or equivalent in HSE, Engineering, a technical discipline, or a related field.
- NEBOSH General Certificate Level 3 or equivalent as a minimum, subject to acceptance.
- Minimum 10 years of experience as an HSE Engineer in a construction environment.
