Position Overview Parsons is seeking a UAE National HSE Engineer to provide site-based health, safety, and environmental support in Abu Dhabi, UAE. Open to fresh graduates, this opportunity will work closely with construction teams, project personnel, and Contractor HSE representatives to monitor safe working practices, support compliance with government regulations and OSHAD requirements, conduct inspections and inductions, participate in incident investigations, and promote Parsons ' Zero Accidents philosophy across site activities.

What You 'll Be Doing
  • Monitor construction activities to verify that work is performed safely and in accordance with applicable government regulations and OSHAD requirements.
  • Provide day-to-day HSE guidance to construction and project teams.
  • Support and promote the Zero Accidents philosophy across site operations.
  • Monitor compliance with company safety policies, statutory requirements, and site safety procedures.
  • Review Contractor HSE plans, procedures, and related documentation within agreed time frames.
  • Liaise daily with construction engineers and Contractor HSE representatives on health, safety, and environmental matters.
  • Attend weekly progress and HSE meetings.
  • Participate in Contractor toolbox talks.
  • Monitor Contractor work practices to assess compliance with applicable HSE requirements.
Site Safety Inspections

Conduct daily safety walk-downs and coordinate identified concerns with the HSE team and Contractor for appropriate corrective action. Site inspections will cover construction safety as well as housekeeping, hygiene, fire prevention, welfare facilities, first aid provisions, and safe working practices. Inspections may be completed through planned reviews, established checklists, or direct site observations as appropriate.

  • Perform daily HSE inspections across active work areas.
  • Identify hazardous or unsafe conditions and report them to the HSE Manager.
  • Coordinate correction of HSE deficiencies and non-compliance.
  • Verify that construction safety systems and equipment are available, operational, and appropriately serviced.
  • Monitor working conditions affecting personnel at site.
  • Provide practical recommendations to help resolve site safety concerns.
Risk Control and Safe Work Practices
  • Support implementation of safety procedures and awareness campaigns.
  • Verify implementation of Job Hazard Analysis before complex or high-risk work begins.
  • Coordinate JHA requirements with relevant Supervisors and Foremen.
  • Monitor site activities for emerging hazards and unsafe situations.
  • Support implementation of agreed control measures.
  • Encourage practical resolution of identified HSE issues.
  • Recognize and reinforce positive HSE performance and effective corrective actions.
Incident Investigation and Reporting

Take part in investigations involving construction-related accidents, incidents, and near misses. The HSE Engineer will support timely reporting, documentation, and follow-up of agreed control measures.

  • Participate in accident, incident, and near-miss investigations.
  • Report incidents, injuries, and identified hazards.
  • Support investigation of contributing factors.
  • Assist with administration and monitoring of corrective measures.
  • Coordinate with relevant project personnel on outstanding HSE actions.
HSE Training and Awareness

The role will support development of safety awareness across the site by participating in HSE campaigns and communicating safe working expectations to personnel.

  • Conduct health and safety induction training for site personnel and visitors.
  • Participate in HSE awareness campaigns.
  • Support toolbox talks and other site safety communications.
  • Reinforce safe working practices during routine site interactions.
  • Promote constructive communication around HSE performance and improvement.
