- Conduct routine daily and weekly HSE inspections across active construction areas.
- Record inspection findings and recommend corrective actions for identified deficiencies.
- Monitor Contractor compliance with approved method statements, risk assessments, and permits to work.
- Review implementation of traffic management arrangements around construction activities.
- Maintain a visible HSE presence at active worksites.
- Participate in planned site walkthroughs, safety interventions, inspections, and audits.
- Identify unsafe acts and conditions and follow up appropriate corrective measures.
- Liaise with project stakeholders on HSE matters.
- Provide flexible site coverage for shift, night, and weekend activities when required.
The HSE Inspector will maintain close oversight of activities presenting elevated construction risks, including excavation, work near live assets and utilities, tie-ins, confined-space entry, lifting operations, working at height, and activities within public road corridors. The role requires practical application of risk assessments, permit-to-work controls, and safe work practices to help reduce risks to construction personnel and members of the public.
HSECompliance and Site Safety
- Monitor implementation of project HSE requirements at site.
- Verify compliance with applicable permit-to-work systems.
- Check that approved risk controls are implemented during construction.
- Monitor excavation and trenching safety practices.
- Review safety controls for work near live utilities and existing assets.
- Monitor confined-space entry requirements.
- Verify controls associated with lifting operations.
- Monitor working-at-height activities.
- Review traffic management measures affecting construction works.
- Support compliance with Client specifications and relevant OSHAD Codes of Practice.
Collect, analyze, and submit Contractor HSE information while maintaining accurate records of project safety performance.
- Maintain records of HSE observations, inspections, and audits.
- Prepare routine HSE reports and statistical information.
- Track corrective actions through completion.
- Follow up findings arising from compliance inspections.
- Monitor close-out of actions resulting from incidents and audits.
- Maintain clear documentation of safety deficiencies and responses.
- Escalate significant HSE concerns through established project channels.
Support investigations into site incidents.
- Review first aid, near-miss, and incident records.
- Follow up corrective actions arising from investigations.
- Support HSE inductions and site orientations.
- Assist with HSE awareness and training activities.
- Attend Contractor HSE meetings.
- Prepare and maintain meeting minutes.
- Encourage proactive reporting of unsafe acts and unsafe conditions.
The position will support construction activities where experience with water distribution networks and utility infrastructure is particularly relevant. Work may include utility network activities within public road corridors and around existing infrastructure, requiring effective coordination between HSE, construction, supervision, and stakeholder teams.
What Required Skills You 'll Bring- Bachelor 's degree or equivalent in Engineering, a technical discipline, or an HSE-related discipline.
- Minimum 2 years of HSE experience on construction projects.
- Consultancy experience is preferred.
- HSE certification such as NEBOSH IGC or equivalent, subject to acceptance.
- Good knowledge of permit-to-work systems.
- Knowledge of safe work practices for confined-space activities.
- Knowledge of excavation safety requirements.
- Understanding of lifting operation controls.
- Knowledge of working-at-height safety requirements.
- Practical understanding of construction risk assessments.
- Familiarity with Client specifications.
