Turner and Townsend wants a Cost Manager for the pre-contract stage of infrastructure work, based with its infrastructure team in Abu Dhabi. The post holder looks after cost before a contract is let. That means cost plans, estimates, budgets and tender documents, prepared under recognised methods of measurement.
Infrastructure elements are priced and tested for risk, with attention to preliminaries, overheads, materials and conditions peculiar to each site, and contingency sums are set to cover what is still uncertain. Value engineering proposals are expected where a budget can be brought down without loss of quality or compliance.
Reporting is a regular part of the job: the cost manager explains to the client where the figures depart from budget and what should be done about it, working with engineers and the wider project team. Local benchmarks, market conditions and the drivers of infrastructure cost inform the advice. CostX or a similar measurement package is named as the working tool.
The advert asks for a degree in quantity surveying, construction management, civil engineering or a related subject, with MRICS, AIQS or an equivalent preferred, and five to ten years in cost management with the weight on pre-contract work. Experience of client-facing roles and knowledge of UAE costs or a similar market are sought. No salary or closing date is published.
