Resident Engineer is responsible for overseeing on-site delivery of roads and utilities projects within Dubai Right of Way (ROW). The role ensures compliance with ROW regulations, safety standards, FIDIC contracts, and client requirements. Acting as the client’s technical representative, the Resident Engineer monitors contractor performance, enforces contract terms and conditions, coordinates multidisciplinary works, manages approvals, and ensures projects are delivered on time, within budget, and to quality standards.
SkillsConstruction & Technical Oversight
- Supervise on-site construction of roads, drainage, potable water, sewerage, stormwater, and other utilities within ROW.
- Ensure compliance with Dubai ROW rules, authority regulations, and client requirements.
- Review and approve contractor methods, shop drawings, and material submittals.
- Monitor construction quality, program adherence, and resource utilization.
- Resolve technical issues, coordination challenges, and constructability problems on-site.
Contracts & Compliance
- Administer contracts, variations, and claims.
- Ensure strict compliance with contract terms and conditions.
- Maintain detailed records of progress, site instructions, and contractor correspondence.
- Support client in enforcing contractual rights and ensuring obligations are met.
Health, Safety & Environmental (HSE)
- Enforce site safety and environmental standards in line with Dubai regulations and client policies.
- Conduct regular site inspections and audits to ensure compliance with HSE requirements.
- Promote a safety-first culture among contractors and site personnel.
Project Coordination & Reporting
- Coordinate with multidisciplinary teams including roads, utilities, traffic, structures, and environmental specialists.
- Prepare daily, weekly, and monthly site reports for management and client review.
- Monitor project costs, schedule, and performance metrics.
- Facilitate site meetings, progress reviews, and technical discussions with contractors and authorities.
Leadership & Mentoring
- Guide junior engineers and site staff, providing technical oversight and mentoring.
- Support project manager in risk management, quality assurance, and issue resolution.
