  • Construction HSEEngineer
    - Permit to Work Coordinator verifies and ensures that all Fieldactivities are performed according to the HSE Policy, the regulations,standards and procedures, promoting all preventive and corrective actionas required.

Duties and responsibilities

  • Ensure that the “Permit to Work (PTW) Procedure” is followed, permits are distributed, opened and closed according toprocedural requirements, ensuring that permits are correctly completedby the Issuing Authority and the Performing Authority, and finallyarchived.
  • The WPC will be holder of the PTW Register. All Permits shall be registered daily before allowed their validity.
  • When a PTW is closed or suspended the WPC mustupdate the PTW Register accordingly.
  • To perform the Job Hazardous Analysis (JHA) and participate to the Job Safety Analysis (JSA).
  • Verify the adequacy and application of the Site HSEPlan and all related procedures, to the preparing any revisions.
  • To update the HSE documentation during all the construction phases when deemed necessary.
  • To check that subcontractors perform their activities in accordance with all the HSE applicable procedures,regulation and standards, promoting all necessary action to ensure thatthe said procedures and regulations are observed.
  • To organize, plan and participate to periodical HSEwalk around, inspections and audits on site, prepare all the relevant reports, action plans, verify the follow up and the timely execution ofthe corrective action.
  • To organize, coordinate and directly participate inthe HSE Training activities on site.
  • To organize and participate to all relevant site HSEMeetings, prepare the relevant MOM.
  • To cooperate with the Client concerning the issue ofany necessary work permits.
  • To organize in case of work accidents a fullinvestigation of the event, finalized to the identification ofcorrective measure to avoid reoccurrence.
  • To keep accident records, identifying the areas towhich prevention must be addressed.
  • To perform and or promote the indoctrination /training of personnel.
  • Lead and coordinate the activities off the Site HSECommittee (composed by all Contractor and Subcontractors HSERepresentative).
  • To lead and coordinate the site emergency responseteam and fire.
  • prevention/fighting team, organizing training and emergency drill mock activities.
  • To prepare the HSE section of the constructionmonthly progress report and other periodical report.
  • To prepare and update the Site HSE Statistics,verify the performance versus the Project and corporate HSE Objective,Targets and performance indicators.
  • Propose recovery plan in case of mismatch.

Person Specification

Knowledge & Qualifications

Bachelor’sDegree preferably in Engineering or Science from a reputed University.

Experience

  • Minimum
    10 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects / operations in the oil & gas orpetrochemical industries.
  • Relevant experience in 3 major EPC projects; oil & gas, petrochemical sector.
  • NEBOSHGC/IGC. Diploma in Safety or any other HSE Certification (considered atADNOC Group discretion).
  • Leadauditor ISO 45001/ ISO 14001 or equivalent. Incident Investigationtechnique.
  • ADNOCapproval will be an advantage.
  • Additional

    HSE Trainings / Certifications will be added advantage.

Skills and Abilities

  • Have strong understanding of the HSE issues, practices and behavioural aspects in the Oil & Gas EPC business.
  • Ableto lead a team of HSE professionals such as HSE Engineers, Sr. HSEofficers, HSE officers etc.
  • Sound understanding of the HSE Management System and HSE legislative requirements.
  • Broadknowledge and experience in audit processes.
  • Abilityto analyze incidents and apply root cause analysis techniques. Awareness of H2S hazards and control measures.
  • Abilityto speak, read & write English with good communication skills

Effective interpersonal andverbal & written communication skills.
