Purpose
General stewardship of design projects ensuring compliance with contract code and legislation on all technical matters specific to HSE and Process Safety.
Responsibilities- Project management: production of project deliverables on time and to budget; preparation of proposals, man‑hour estimates, and execution methodology.
- Identify HSE requirements for projects, plan and implement associated activities; assist the Lead Engineer with project management duties throughout the project duration.
- Preparation of Project HSE Plan, Project HSE Loss Prevention policies, and philosophy documents. Scope, coordinate, and follow up HAZID, HAZOP, SIL, PHSER, and 3‑D model reviews across all disciplines to ensure HSE compliance and hazard identification.
- Prepare Hazardous Area Schedules and passive fire protection schedules and layouts (fire and gas detection philosophy, cause‑and‑effects layouts, specification datesheets, and active fire protection). Design passive fire protection system deliverables, firewater system design, demand calculations, and perform steady‑state and transient hydraulic analysis using PIPENET, P&, and layouts. Design deluge, foam, and sprinkler systems, ensuring compliance with ADNOC Offshore engineering practices or other recognised offshore engineering safety and risk design standards.
- Develop design and operational engineering studies in Safety, Risk, Process Safety, and Loss Prevention. Apply latest ADNOC Corporate Practices, HSE Manuals, AGPS, AIPS Standards, and ADNOC offshore guidelines, as well as international codes including NFPA, EI, and API.
- Prepare and manage both qualitative and quantitative risk assessments, including dispersion, fire, and explosion models, COMAH, Safety Case, flare radiation studies, risk ranking, EERA, ESSA, TRIA, HSEIA, and related documentation.
- Support MTOs; raise MRs, PRs, TBEs; participate in procurement activities; post‑order VDRs and cost estimation. Ensure quality assurance by working within the provisions of the Worley Quality Assurance system relevant to the Business Unit Safety.
Skills and Qualifications
- Bachelor's Degree in Engineering or a related degree (BSc Hons) from a recognised university or engineering institution.
- Membership of a relevant engineering institution or similar recognition.
- Knowledge of applicable UAE and international safety legislations.
- Minimum of 13‑15 years of technical safety, HSE design, and loss prevention engineering experience (preferably 20 years).
- Hands‑on experience in Oil & Gas feasibility, Pre‑FEED, FEED, and detailed engineering projects, especially for major offshore platforms and complex facilities.
