Job Summary
We are seeking a detail‑oriented and proactive Mechanical Estimation & Proposal Engineer with strong technical and commercial acumen.
Responsibilities- Review tender documents on receipt to ensure completeness.
- Organise and take part in bid initiation review meetings.
- Raise clarifications in a timely manner to improve bid submission clarity.
- Coordinate follow‑ups to ensure post‑bid clarifications are addressed.
- Oversee in‑house coordination for bid preparation, collecting inputs from subcontractors and third parties.
- Develop a clear understanding of work scope and produce accurate estimates for project execution.
- Prepare Order of Magnitude Estimates (OME) before onward submissions.
- Verify that commercial submissions comply fully with all necessary details.
- Verify detailed MTOs and quantity take‑off from tender documentation.
- Build estimates methodically and in sufficient detail, following good estimating practice.
- Provide explanatory notes referring to supplementary information.
- Ensure completeness and timely availability of subcontract enquiry packages and offers.
- Tabulate subcontractor responses accurately on a bid‑evaluation spreadsheet.
- Prepare indirect cost estimates correctly.
- Collaborate with the Procurement Group to complete vendor RFQ technical and commercial evaluations on time.
- Prepare or review construction schedules, including man‑hours and equipment requirements, ensuring accurate durations.
- Assist the Proposals Manager in identifying, evaluating, and ranking risks and developing strategies to manage them.
- Use the R0 Matrix to estimate appropriate contingency allowances.
- Ensure the estimate basis covers current costs and escalation, and include sufficient contingency values.
- Present the cost estimate to the Proposals Manager for detailed review before tender review by management.
- Assist in creating lists of clarifications and qualifications for proposals.
- Ensure client pricing and technical tender schedules are complete and accurate.
- Organise budget handover meetings with project managers.
- Maintain a lessons‑learned database from existing projects.
- Assist the Proposals Manager with departmental development work.
- Prepare project schedules using MS Project Level 1 and generate manpower and equipment histograms.
- Bachelor’s Degree in Mechanical Engineering or a related discipline.
- Minimum 8 years of experience in estimation and proposal engineering within construction, MEP, oil & gas, or industrial projects.
- Strong knowledge of mechanical systems, including HVAC, piping, firefighting, and plumbing.
- Proven experience preparing BOQs, cost estimates, tender documentation, and bid submissions.
- Ability to interpret technical drawings, specifications, and client requirements accurately.
- Familiarity with estimation software such as MS Excel and ERP systems.
- Strong commercial awareness with the ability to evaluate project risks and pricing strategies.
- Excellent communication, negotiation, and coordination skills.
- Ability to work under tight deadlines and manage multiple tenders simultaneously.
- Knowledge of local standards, codes, and regulations is an added advantage.
- Experience in GCC projects is a plus.
- Strong analytical and problem‑solving skills.
- Attention to detail with high accuracy in cost calculations.
- Team‑player ability to coordinate across departments.
