Key Responsibilities
- Lead, monitor and coordinate all HSE activities across assigned project sites.
- Supervise and guide HSE Officers to ensure compliance with project safety requirements.
- Ensure implementation and continuous update of the Project HSE Plan.
- Conduct regular HSE audits, inspections and performance assessments.
- Ensure compliance with TAQA TRANSCO HSE standards, SSR and UAE regulations.
- Identify non‑conformances and implement corrective and preventive actions.
- Investigate incidents, accidents and near‑misses, ensuring proper reporting and root cause analysis.
- Compile and submit monthly HSE reports covering performance, audits and key metrics.
- Ensure all HSE documentation, registers and records are maintained (incident logs, lifting equipment, scaffolding, etc.).
- Plan and monitor Permit‑to‑Work (PTW) systems and high‑risk activities.
- Conduct safety meetings, training sessions and awareness programmes.
- Coordinate with project management, clients and contractors on HSE matters.
- Ensure proper allocation of HSE resources based on project activities.
- Promote continuous improvement in HSE performance and safety culture across sites.
- Bachelor’s Degree in Engineering (preferred) or a relevant discipline.
- NEBOSH IGC / NVQ Level 5 / CSP or equivalent (mandatory).
- Qadarat OHSMS / OHSEMS Generalist (Class B or above).
- ISO 45001 Internal Auditor certification (preferred).
- First Aid & Fire Fighting certification.
- Minimum 10 years of HSE experience, with at least 5 years in a supervisory/lead role.
- Experience in Telecom, Power, Utilities, Oil & Gas, or Infrastructure projects.
- Proven experience working with TAQA / TRANSCO or similar utility authorities.
- Strong exposure to construction, installation and commissioning environments.
- Strong knowledge of UAE HSE regulations and the OSHAD‑SF framework.
- Expertise in HSE Management Systems and compliance monitoring.
- Experience in risk assessment, audits and inspections.
- Knowledge of TRANSCO Safety & Security Regulations (SSR).
- Familiarity with permit‑to‑work systems and site safety procedures.
- Incident investigation and root cause analysis capability.
- Leadership and team management skills.
- Strong coordination and stakeholder management ability.
- Analytical and problem‑solving skills.
- Effective reporting and documentation skills.
- Ability to drive safety culture and awareness at all levels.
- Strong communication skills in English (written & verbal).
- UAE Driving License preferred.
- Ability to work across multiple project sites.
