Position Overview

Senior HSE Manager role supporting emergency water and wastewater infrastructure projects under a PMC delivery model in Abu Dhabi and Al Ain. This position provides program‑level health, safety, and environmental governance for complex DB and DBO projects executed under live operational conditions, ensuring compliance with Abu Dhabi authority requirements and international best practices. The role is ideal for experienced HSE leaders with strong infrastructure, utilities, and PMC exposure.

• Develop, implement, and manage the program‑level HSE framework for emergency water and wastewater projects.
• Provide HSE governance and assurance across all emergency initiatives delivered under PMC oversight.
• Review and assess contractor HSE plans, procedures, and method statements to ensure compliance with client and regulatory requirements.
• Monitor HSE performance, trends, and key indicators, reporting findings through PMC dashboards and executive reports.
• Support incident and near‑miss investigations, ensuring effective corrective and preventive actions are implemented and closed.
• Provide HSE input into PMC reporting, program risk registers, and management reviews.
• Support integration of HSE risk considerations into design development, construction sequencing, and commissioning strategies.
• Review emergency response and contingency plans prepared by DB and DBO contractors and supervision consultants.
• Monitor HSE risks associated with temporary pumping, over‑pumping, and live system interfaces.
• Support the client in evaluating HSE implications of change proposals and alternative construction methodologies.
• Participate in high‑level HSE audits, reviews, and safety leadership meetings as part of the PMC team.

• Bachelor's degree in Engineering, Safety, or a related discipline.
• Minimum 10 years of experience on major infrastructure programs, preferably within water and wastewater sectors.
• Strong experience working in PMC roles on large‑scale utility or infrastructure projects.
• NEBOSH certification or equivalent internationally recognized HSE qualification.
• Demonstrated experience working with Abu Dhabi authorities, standards, and regulatory frameworks.
• GCC experience preferred, with strong familiarity with UAE infrastructure environments.
