Job Purpose
The HSE Lead is responsible for implementing, monitoring, and continuously improving Health, Safety, and Environmental (HSE) performance across the assigned property or contract. The role ensures compliance with UAE legislation, ADOSH-SF, ISO 45001 and ISO 14001 standards, client requirements, and company HSE policies, while providing strong site leadership, contractor governance, incident management, and operational risk control.
Key Responsibilities HSE Management System- Implement and maintain company HSE policies, procedures, and programs at site level.
- Ensure compliance with ISO 45001, ISO 14001, ADOSH-SF, and UAE regulatory requirements.
- Maintain HSE registers, risk assessments, inspection records, and corrective action logs.
- Conduct risk assessments, audits, and inspections.
- Monitor and report HSE performance metrics.
- Provide visible site HSE leadership and field guidance.
- Monitor Permit-to-Work (PTW) and safe systems of work.
- Support hazard identification and risk control implementation.
- Conduct toolbox talks, safety briefings, and workforce engagement.
- Manage contractor HSE onboarding, compliance, and supervision.
- Review method statements, risk assessments, lifting plans, and emergency arrangements.
- Monitor contractor performance and enforce corrective actions.
- Lead incident and near‑miss investigations, root cause analysis, and corrective actions.
- Ensure timely reporting and escalation.
- Communicate lessons learned and safety alerts.
- Deliver HSE inductions and awareness training.
- Maintain training records and competency documentation.
- Promote a positive safety culture and behavioural improvement.
- Supervise site HSE personnel.
- Prepare HSE reports, dashboards, and audit documentation.
- Coordinate with operations teams, contractors, clients, and authorities.
- Bachelor’s degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or related field.
- ISO 45001 Lead/Internal Auditor certification.
- ISO 14001 certification.
- ADOSH registration (or equivalent).
- Incident investigation training (ICAM or similar).
- 8 years HSE experience in UAE facilities management, property management, hospitality, or similar operations.
- Experience with contractor safety management and live operational environments.
- Strong background in incident investigation, PTW systems, audits, and inspections.
- Experience implementing ISO‑aligned HSE management systems.
- UAE HSE regulations and ADOSH‑SF framework.
- Permit‑to‑Work and high‑risk activity control.
- Risk assessment and safe systems of work.
- Contractor HSE governance.
- Incident investigation and root cause analysis.
- Audit and inspection processes.
- Strong leadership, communication, and reporting skills.
- Proficiency in MS Office and digital HSE systems.
- Contract HSE performance targets.
- HSE management system implementation.
- Audit and inspection closure rates.
- Training compliance.
- Contractor safety performance.
