Job Objective
To lead all contract and procurement activities within the PMC team for ADNOC projects ensuring compliance with ADNOC standards, project timelines, budget constraints, and contractual requirements. The role ensures strategic sourcing, contractor vendor selection, and effective coordination between ADNOC, EPC contractors, and suppliers.
Responsibilities- Develop and implement project procurement strategies aligned with ADNOC guidelines.
- Prepare procurement plans, vendor lists, and long‑lead item strategies.
- Identify procurement risks and devise mitigation plans.
- Support early engagement for critical and long‑lead equipment.
- Manage vendor prequalification in line with ADNOC approved vendor lists (AVL).
- Oversee preparation of ITTs, Invitation to Tender, RFQs, and bid evaluation reports.
- Lead technical and commercial bid clarifications.
- Participate in contract negotiations and award recommendations.
- Ensure compliance with ADNOC Group Procurement Policies and ICV (In‑Country Value) requirements.
- Monitor EPC contractor procurement performance.
- Ensure adherence to approved vendor lists and project specifications.
- Manage supplier performance, expediting, and delivery schedules.
- Resolve procurement‑related disputes and claims.
- Ensure procurement activities remain within approved budgets.
- Track cost‑savings initiatives and value‑engineering opportunities.
- Review and validate variation orders related to procurement.
- Ensure compliance with ADNOC HSE, QA/QC, and ethical procurement standards.
- Ensure transparency and audit readiness.
- Implement anti‑corruption and procurement governance policies.
- Provide procurement status reports to ADNOC and project management teams.
- Coordinate with Engineering, Construction, QA/QC, and Finance teams.
- Participate in progress meetings with ADNOC stakeholders.

- Bachelor's degree in engineering, supply chain, business, or a related field.
- Minimum 15 years of experience within the oil & gas sector, with at least 10 years in contracts and procurement management.
- Strong knowledge of ADNOC procurement systems (SAP, ARIBA preferred).
- Strong contract negotiation skills.
- Familiarity with ICV compliance requirements.
- Risk assessment and supply chain management expertise.
- Commercial and contractual awareness (FIDIC knowledge preferred).
