JOB PURPOSE
Supervise, study, and provide technical support on all aspects of project management, from the conception to hand‑over in order to ensure that the assigned projects are completed in adherence to the safety, quality, schedule, cost, and VAP (Value Assurance Process) requirement.
KEYACCOUNTABILITIES
Projects Engineering
- Provide professional expertise in the selection of contractors with particular emphasis on prequalification, bid evaluation etc., and site management in relation to site arrangements, overall logistics, etc.
- Contribute to the development of detailed statement of requirements (SOR) and strategy for the implementation of various project phases, such as FEED, detailed engineering, construction and commissioning.
- Assist in the development of tender document for the selection of the Engineering Consultant, PMC and Contractors.
- Assist in the review of the contractors subcontracting strategy and pre‑qualification of subcontractors; and ensure that contractors’ strategy, plans, specifications, methods and procedures for construction are in accordance with the scope of work, specification etc.
- Review and coordinate the contractors pre‑commissioning and commissioning procedures, plans and activities to ensure adherence to the set specifications.
- Coordinate and attend the pre‑commissioning and commissioning meetings with the Operations and Maintenance Departments; review the contractor’s documentation, consolidate comments from the concerned parties, and ensure that the contractors submit the required documentation in the specified format.
- Coordinate and provide the necessary recommendations for the Purchase Requisition s for the material and equipment for free issue to EPC/ Construction Contractors.
- Contribute in ensuring the efficient selection of equipment, material, systems, work methods, and testing for the effective management of projects.
- Supervise the activities of assigned specialists during the engineering and construction phases to ensure the timely execution of projects within the approved budget and scope of work.
- Monitor the progress of work performed by licensors, engineering and EPC contractors; identify any bottleneck and recommend corrective actions to ensure smooth and timely completion of each project.
- Review, study, and analyze the construction strategy, plans, specifications, methods, and procedure to contribute in ensuring value added and cost effectiveness throughout the assigned projects.
- Coordinate the value engineering and constructability reviews and other projects workshops.
- Review work methods, procedures, and installations in line with the safety measures.
- Review the Site safety audit plans and ensure the timely and effective implementation.
- Review the contractors’ invoices; and monitor the contracts cost in liaison with the Cost Service.
- Monitor and manage the project completion punch list to ensure that all construction and commissioning activities are completed and accepted in order to allow the release of PAC to contractors. Facilitate the handover of project facilities to the Operations Division for commissioning and start‑up.
- Conduct risk analysis, Project Health, Safety and Environment reviews (PHSER), and ATR reviews in compliance with the Company’s procedures.
- Attend the project related meetings with the Contractors, Subcontractors, Vendors etc. as necessary.
- Evaluate the contractors’ claims; and provide recommendations. Negotiate and coordinate the final settlement with the Contracts Department.
- Manage the issuance of the Provisional Acceptance Certificate.
- Coordinate the issuance of contract close‑out report and transfer all project drawings, catalogues, manuals, etc. to the Company’s Records.
- Keep track of warranties and defects liability period on the works performed; raise NCR, as and when required, to EPC Contractors. Coordinate the corrective actions to be taken by the contractors during the warranty and defects liability period.
- Maintain and update the relevant information pertaining to the project including trends that can cause positive or negative variations to the contract.
- Bachelor Degree in engineering.
- 8 years of experience in engineering multi-disciplinary functions for the design of the assets and facilities and exposure to preparation of Front End Engineering and Design packages.
- Knowledge of gas extraction and processing plant operations, production engineering principles and project management.
- Good engineering concepts and FEED experience.
- Knowledge of the relevant applicable legislation and regulations.
- Knowledge of HSE principles and their application relevant to Oil & Gas industry.
