Proposal Manager

To support our continued growth in the UAE, we are seeking an experienced Proposal Manager to join our Abu Dhabi office.

The Proposal Manager will be responsible for leading the complete proposal and estimation process for EPC and industrial projects. The role includes managing technical and commercial bid preparation, cost estimation, pricing strategies, subcontractor evaluations, and tender submissions while ensuring compliance with client and company requirements.

• Lead and manage the complete proposal and tendering process from enquiry receipt to final submission.
• Review tender documents, specifications, drawings, commercial requirements, and contract conditions.
• Develop bid strategies and coordinate engineering, procurement, construction, planning, quality, HSE, and commercial teams.
• Manage cost estimation, labour and equipment productivity assessments, indirect cost development, and pricing strategies.
• Obtain and evaluate quotations from suppliers and subcontractors.
• Assess commercial, contractual, and execution risks and propose mitigation measures.
• Ensure proposals comply with technical, commercial, and contractual requirements.
• Participate in client clarifications, technical presentations, and commercial negotiations.
• Maintain estimating databases, benchmarking tools, and historical cost records.
• Support business development activities and identify new opportunities.
• Lead and mentor proposal engineers and estimators.
• Coordinate project handover activities following contract award.
• Provide regular bid status reports and recommendations to management.

• Bachelor's Degree in Mechanical, Electrical, Civil, Industrial Engineering, or a related discipline.
• Minimum 10 years of experience in proposal management, tendering, estimation, or EPC project execution.
• Minimum 5 years in a lead proposal, estimation, or bid management role.
• Experience in Oil & Gas, Petrochemical, Refining, LNG, Power, or Industrial Construction projects.
• Proven track record in preparing and managing large EPC tenders.
• Experience with ADNOC and other major regional operators and EPC contractors is highly desirable.
• Strong understanding of estimating methodologies, EPC execution, contracts, and commercial evaluations.

• Experience with EPC estimating and cost management software.
• Familiarity with planning and scheduling tools such as Primavera P6 and/or Microsoft Project.
• Working knowledge of ERP systems such as SAP, Oracle, IFS, or equivalent.
• Experience with commercial pricing models, BOQ development, MTO analysis, and tender documentation.
• Knowledge of Power BI or similar reporting tools is considered an advantage.
