Position: Senior Engineer, Projects (Technical Projects Department -Habshan & Bab

Job Purpose

Supervise, study, and provide technical support on all aspects of project management, from conception to hand‑over, to ensure that the assigned projects are completed in adherence to safety, quality, schedule, cost, and VAP (Value Assurance Process) requirements.

Responsibilities
  • Provide professional expertise in the selection of contractors, with emphasis on prequalification and bid evaluation, and site management related to site arrangements and overall logistics.
  • Contribute to the development of detailed statement of requirements (SOR) and strategy for implementation of various project phases, including FEED, detailed engineering, construction, and commissioning.
  • Assist in the development of tender documents for the selection of Engineering Consultants, PMC, and Contractors.
  • Assist in reviewing contractors’ subcontracting strategy and pre‑qualification of subcontractors; ensure that contractors’ plans, specifications, methods, and procedures for construction are in accordance with the scope of work.
  • Review and coordinate contractors’ pre‑commissioning and commissioning procedures, plans, and activities to ensure adherence to specifications.
  • Coordinate and attend pre‑commissioning and commissioning meetings with Operations and Maintenance Departments; review contractors’ documentation, consolidate comments, and ensure submission of required documentation.
  • Coordinate and provide recommendations for Purchase Requisition s for material and equipment to be issued to EPC/Construction Contractors.
  • Contribute to the efficient selection of equipment, material, systems, work methods, and testing for effective project management.
  • Supervise activities of assigned specialists during engineering and construction phases to ensure timely execution within the approved budget and scope.
  • Monitor progress of work performed by licensors, engineering, and EPC contractors; identify bottlenecks and recommend corrective actions.
  • Review, study, and analyze construction strategy, plans, specifications, methods, and procedures to ensure value added and cost effectiveness.
  • Coordinate value engineering and constructability reviews, and other project workshops.
  • Review work methods, procedures, and installations in line with safety measures.
  • Review site safety audit plans and ensure timely implementation.
  • Review contractors’ invoices and monitor contract cost in liaison with Cost Service.
  • Monitor and manage project completion punch list to ensure all construction and commissioning activities are completed and accepted, allowing release of PAC to contractors and facilitating hand‑over to Operations for commissioning and start‑up.
  • Conduct risk analysis, Project Health, Safety, and Environment reviews (PHSER), and ATR reviews in compliance with company procedures.
  • Attend project‑related meetings with contractors, subcontractors, vendors, etc., as necessary.
  • Evaluate contractors’ claims, provide recommendations, and negotiate final settlement with Contracts Department.
  • Manage issuance of provisional acceptance certificates.
  • Coordinate issuance of contract close‑out reports and transfer all project drawings, catalogues, manuals, etc., to the Company’s records.
  • Track warranties and defects liability period on works performed; raise NCRs as required and coordinate corrective actions during the warranty period.
  • Maintain and update relevant project information, including trends that may cause positive or negative variations to the contract.
Qualifications, Experience, Knowledge & Skills
  • Bachelor’s Degree in Engineering.
  • At least 8 years of experience in engineering multi‑disciplinary functions for asset and facility design and exposure to preparation of Front End Engineering and Design (FEED) packages.
  • Knowledge of gas extraction and processing plant operations, production engineering principles, and project management.
  • Strong engineering concepts and FEED experience.
  • Knowledge of relevant applicable legislation and regulations.
  • Knowledge of HSE principles and their application in the Oil & Gas industry.
