Job Summary
We are seeking an experienced HSE Engineer to ensure project safety and environmental compliance by translating regulations into practical on‑site actions. The ideal candidate will manage risk through audits and contractor reviews, lead incident investigations, coordinate training programs and foster a proactive safety culture while ensuring compliance with company policies, client requirements and applicable regulations.
Key Responsibilities- Ensure the project follows the HSE Management System, including policies, procedures and legal requirements, aligning with ISO standards and client‑specific frameworks.
- Evaluate and approve HSE plans, risk assessments, method statements and emergency procedures submitted by contractors before work begins.
- Perform daily and weekly site inspections to verify compliance with safety protocols, identify hazards and ensure corrective actions are implemented promptly.
- Provide direction to HSE Contractors ensuring they monitor site activities effectively and consistently enforce safety requirements.
- Conduct induction training, toolbox talks and specialized safety training to enhance workforce competency and promote a strong safety culture.
- Lead or oversee investigations of incidents, near misses and unsafe conditions, ensuring root causes are identified and corrective actions are implemented to prevent recurrence.
- Develop, test and evaluate emergency response plans, ensuring drills are conducted in accordance with project requirements and performance standards.
- Coordinate with clients, contractors and internal teams to ensure compliance with legal requirements and effective communication on HSE matters.
- Compile and submit monthly HSE performance reports, inspection findings, incident statistics and compliance updates to the client and project management.
- Identify opportunities to enhance HSE performance, recommend improvements and support initiatives that strengthen safety culture across the project.
- Advise and assist the most senior construction site representative in the establishment and management of SH&E processes, identifying and eliminating or controlling hazards to persons and property.
- Develop site‑specific work plans, SH&E compliance programs, training programs and orientation plans that conform to relevant SH&E regulations and client requirements.
- Collaborate with SH&E and project and program managers to evaluate contractors SH&E performance, planning and culture to ensure consistency with company risk management practices and core values.
- Audit projects, programs and worksites against corporate and client standards to detect and correct safety hazards and prepare written audit reports.
- Conduct trend analysis on audit findings, inspection results and incident reports and prepare comprehensive analytical reports for management and client review.
- Lead and supervise the emergency response team and first‑aid personnel ensuring effective emergency support and proper care for occupational injuries or illnesses.
- Prepare, review and validate occupational safety and health statistical reports.
- Perform additional duties and responsibilities relevant to the role as required by project or organizational needs.
- Bachelor's Degree in Engineering (Mechanical, Civil, or Electrical).
- Minimum 12+ years of construction safety management experience in the Middle East region, with at least five years as a Lead OSH Engineer/Manager in Construction Supervision or Project Management roles with reputed consultants.
- Previous experience in infrastructure projects.
- Minimum Level 6 qualification (NVQ, NEBOSH International Diploma) or above is an added advantage.
- ISO 45001 certifications and recognized auditor qualification.
- Familiarity with ADOSH‑SF standards and other local compliance requirements and regulations.
- OSH management experience in both infrastructure and building construction projects.
- Exceptional interpersonal, oral, written communication and report writing skills.
- Proficiency in Microsoft Word, Excel and PowerPoint.
- Ability to perform in a supervisory or managerial capacity.
- Valid UAE Driver's License.
- Excellent communication and organizational skills.
- Experience working in Abu Dhabi is highly preferred.
- Candidate must currently be based in the UAE.
