Senior Resident Engineer – Infrastructure (Wet & Dry Utilities) Abu Dhabi, UAE

Parsons is seeking an exceptionally experienced Senior Resident Engineer – Infrastructure to join our team in Abu Dhabi. In this role, you will lead and oversee all site-based engineering and construction activities for major infrastructure works, ensuring safe, efficient, and compliant execution in accordance with company procedures, project specifications, and industry standards.

The ideal candidate will have strong experience in wet and dry utilities, with particular preference for expertise in dry utilities, including high-voltage (HV) systems, alongside a solid background in large‑scale infrastructure delivery.

What You’ll Be Doing:
  • Lead, plan, schedule, and supervise all field engineering and construction activities on site.

  • Exercise full administrative and technical oversight of site operations, ensuring alignment with project objectives.

  • Manage construction and procurement schedules, ensuring timely delivery of all works.

  • Oversee subcontractor performance, including negotiations, coordination, and technical guidance.

  • Plan and allocate site resources, ensuring adequate staffing and efficient execution of all field engineering activities.

  • Provide technical direction on scope of work, construction methodologies, sequencing, and site-related challenges.

  • Develop and monitor budget estimates and resource requirements based on project scope and schedule.

  • Ensure implementation and continuous monitoring of quality control procedures across all site activities.

  • Enforce strict compliance with health, safety, and environmental (HSE) standards across all construction operations.

  • Promote safe work practices and ensure adherence to project‑specific safety requirements.

  • Coordinate closely with design teams, contractors, and client representatives to ensure seamless execution.

  • Manage and review key project documentation, including drawings, specifications, change orders, and back‑charge records.

  • Monitor contractor progress and performance against approved schedules, quality standards, and contractual requirements.

  • Provide technical and managerial input on construction planning, sequencing, and field problem‑solving.

  • Support senior management with advice on construction methodologies, cost implications, and site performance.

  • Maintain strong coordination with client representatives and internal project stakeholders.

  • Ensure willingness to be based on‑site as required by project demands.

What Required Skills You’ll Bring:
  • Bachelor’s degree in Civil Engineering, Electrical Engineering, or a related discipline.

  • Minimum 12+ years of experience in construction and field engineering.

  • Strong supervisory experience on large‑scale infrastructure projects.

  • Proven expertise in wet and dry utilities, with preference for high‑voltage (HV) dry utilities systems.

  • Strong understanding of construction methodologies, QA/QC procedures, and site execution practices.

  • Excellent communication, leadership, and coordination skills.

  • Proficiency in CAD and standard engineering/software tools.

  • Ability to manage complex site operations and multidisciplinary teams effectively.

What Desired Skills You’ll Bring:
  • Strong experience in large‑scale infrastructure projects within the UAE or GCC region is highly preferred.

  • Demonstrated ability to manage multiple priorities in fast‑paced construction environments.

  • Solid understanding of utility coordination, especially high‑voltage network interfaces and utility diversions, specifically Dry utilities its prefereed.

  • Ability to proactively identify site risks and implement effective mitigation measures.
